How Does WhatsApp API Pricing Work in 2026?

Since 1 July 2025, Meta has billed the WhatsApp Business Platform per message rather than per 24-hour conversation. Its pricing documentation for the WhatsApp Business Platform sets out the rules. You pay when a message is delivered, not when it is sent. The table shows how each category relates to ad follow-ups.

Two rules matter most for ads. Templates are the only way to message someone outside the 24-hour customer service window, which opens each time the lead messages you. And Meta, not you, has the final say on which category a template falls into, so a “follow-up” worded like a promo gets billed as marketing.

WhatsApp API pricing is published as rate cards by market and currency, and Meta added Malaysian ringgit as a billing currency in April 2026. Rates can change up to four times a year, on the first day of each quarter, so treat the figures below as planning numbers and check Meta’s current card before you commit a budget.

Meta’s page on pricing for non-template messages confirms that service rates will match utility and authentication rates by market. The ratio matters more than the decimals: one marketing template costs roughly six service replies.

What Changes in WhatsApp Pricing on 1 October 2026?
IN BRIEFFrom 1 October 2026, Meta charges for service replies and for utility templates sent inside the 24-hour window. Until now, most Malaysian businesses paid nothing to answer questions on WhatsApp. That ends on 1 October 2026. According to Meta’s timeline, three changes to WhatsApp API pricing land close together:
- Service replies become billable. Every non-template reply your team or a third-party chatbot sends is charged per message from 1 October 2026, with no volume discounts.
- In-window utility templates become billable. Order and booking confirmations sent while the chat is open were free since July 2025; from October they are charged.
- Meta Business Agent has its own meter. Replies from Meta’s own AI agent have been charged per token since 1 August 2026, at about US$0.04 to US$0.05 per message by Meta’s estimate.
One thing does not change. The 72-hour free entry point window stays free for message delivery. WhatsApp’s platform pricing page says messages sent in the 72 hours after a customer arrives from an ad that clicks to WhatsApp are not charged.

A late reply nearly doubles the cost of the same sequence. Ringgit per lead is still small next to a typical cost per lead, but it scales with every lead your ads bring in. What Hidden Costs Sit Behind WhatsApp API Pricing?
IN BRIEFMeta’s message fees are only one part of the bill. Provider subscriptions, markups, extra inbox seats and AI chatbot usage often cost more than the messages themselves. Our guide to writing a digital marketing RFP shows how to make providers quote each line separately.
Most businesses reach the API through a business solution provider, so the WhatsApp API pricing you see on an invoice is rarely Meta’s rate alone. Meta’s help page about billing for your WhatsApp Business Account explains how payment works. Ask every provider to separate these five costs before you sign:
- Platform subscription. A monthly fee for the inbox, automation and reporting, often tiered by contacts or features.
- Message markup. Some providers resell Meta’s rates with a margin per message. Ask whether they pass Meta’s rates through at cost.
- Agent seats. Extra fees for each staff member who needs to reply from the shared number.
- AI or chatbot usage. Third-party AI replies carry their own usage fees on top of the service message charge from October 2026.
- Setup and template work. One-off fees for connecting the number, building flows and getting templates approved.

How to Keep WhatsApp API Costs Down Without Losing Leads

You cannot change WhatsApp API pricing, but you can change how many paid messages you send. These steps cut cost without cutting the conversations that close sales. Do them in order, because each one builds on the last:
- Set a reply-time target. Aim to answer every Click-to-WhatsApp lead within 24 hours, with an instant auto-reply so the free window opens straight away.
- Sell inside the first 72 hours. Send prices, photos and booking links while messages are free, instead of saving them for later templates.
- Audit template categories. Check which of your templates Meta has categorised as marketing, and reword true confirmations so they qualify as utility.
- Cap broadcasts per lead. Limit each lead to two or three marketing templates a month, and stop sending to people who never reply.
- Get an all-in provider quote. Ask for platform, seats, markup and AI usage at your real lead volume, then compare providers on the total.
- Review costs monthly. Use Meta’s pricing analytics or your provider’s report to track cost per lead conversation next to cost per lead from ads.

WhatsApp API pricing is small per message and easy to underestimate across a month. For most Malaysian advertisers, the plan is simple:

- Count marketing templates first. They drive most of the message bill.
- Price the provider as a total, not as a per-message rate.
