The free layers matter for a practical reason. Meta requires two-factor authentication, minimum account tenure and minimum activity before a business can even apply for the paid subscription. A business that has not done the free work is not eligible for the paid one anyway.

Consultant’s Note: In practice the free work is where the risk actually sits. Most locked-out Malaysian business pages we see were not impersonated — an admin left the company, or the only login sat on one person’s phone with no backup. Getting a second admin and proper two-factor authentication in place costs nothing and prevents more damage than a badge ever will.
Bottom Line: Complete the free business verification and lock down admin access first. If you cannot pass the eligibility bar, the subscription question has not arrived yet.

Scam-related requests — the category that includes fake accounts and impersonation — made up 21% of everything MCMC asked platforms to remove in that period.
