What’s in a Website Design Package in Malaysia?

The Short Answer: A website design package should cover five components in writing, discovery, design, build, content, and launch plus handover. Most quotes cover four properly and leave content responsibility vague, which is where projects stall for weeks. Ask who writes the words before you ask what the package costs.

Two website design packages can carry the same price, the same page count, and end in completely different places. One launches in six weeks. The other sits half-finished for four months while everyone waits for somebody to write the About page.

The difference is almost never design skill. It is what the scope actually promised to produce, and how much of that promise was written down before anyone started.

This guide from IZI Digital Marketing breaks a website design package into its five working components. It then shows which line items Malaysian quotes routinely leave undefined, and gives you a ten-minute method for reading any quote against what it will actually deliver.

Before the detail, here is a useful outside view from someone who builds and sells these packages for a living.

PART 1 · DIAGNOSE

The Five Components Behind Every Website Design Package

IN BRIEFEvery website design package is built from five components, discovery, design, build, content, and launch with handover. A quote that names all five with quantities is complete. One that names four and gestures at the fifth is the one to question. Our website design packages list what sits inside each component.

Reading a web design quote gets much easier once you stop treating it as a list of pages and start sorting it into components. Five exist, and they are not interchangeable, a beautiful design does not rescue a site with nothing written on it.

  • Discovery. Who your customers are, what they need to see before they enquire, which pages the site actually needs, and how the navigation is structured.
  • Design. The visual layouts, usually a homepage concept plus inner page templates, reviewed across a stated number of revision rounds.
  • Build. Turning those layouts into working pages on a platform, responsive across phone and desktop, with forms that submit somewhere real.
  • Content. The words, photos and product information. This is a production job with a clear owner, and it is the component most often left unassigned.
  • Launch and handover. Domain and hosting connection, analytics, basic on-page SEO, a training session, and the credentials that make the site yours.

Weak packages are usually strong on design and thin on content, because design is visible in a proposal and content is not. That imbalance is the single most common reason a Malaysian web project misses its launch date by months rather than days.

Bottom Line: Sort any quote into the five components before comparing prices. A gap in one component is a gap in the launch date, whatever the other four promise.

What Each Website Design Package Tier Actually Includes

IN BRIEFTier names carry no fixed meaning in the Malaysian market. Three things separate a starter scope from a full one: who writes the content, how many design revisions you get, and whether the build is a template fit or a custom layout. The same distinctions shape our website design work.

Typical Scope Boundaries Across Three Website Design Package Tiers
Comparison of deliverables commonly included at starter, business and custom website design package tiers in the Malaysian market, covering page count, design approach, revisions, content responsibility and post-launch support.
Deliverable Starter scope Business scope Custom scope
Pages built 3–5 8–15 15 and above
Design approach Template, colours swapped Template, layout reworked Designed from your brief
Revision rounds 1 2–3 Stated per stage
Content writing You supply everything Edited or partly written Written for you
On-page SEO setup Titles only Titles, meta, sitemap Full technical baseline
Post-launch support Bug fixes, 14 days Bug fixes, 30–60 days Ongoing retainer

Read the content row before any other. It is the line that most reliably predicts whether the project launches on time. A build with no words in it cannot be finished by the developer, however many hours they put in.

PART 2 · DESIGN

The Line Items Web Design Quotes Leave Undefined

IN BRIEFThree items get left vague more than any others: who writes the content, how many revision rounds are included, and what happens to hosting and domain fees in year two. All three matter when you sit down to compare two web design quotations side by side.

Vagueness in a quote is rarely dishonest. It is usually a scope the studio has not fixed internally, which means the answer gets decided later, under deadline pressure, by whoever is least busy that week.

Content is where this hurts most. “Content upload included” can mean writing your service pages from an interview, or copying and pasting whatever you email over. Both are true to the phrase. Only one of them removes work from your desk.

DECISION BOX · WHO WRITES THE CONTENT

Arrangement Launch speed Real cost Best fit
Agency writes everything Fast and predictable Highest fee line Owners with no writing time
You write, they edit Depends on your turnaround Moderate fee, your hours Technical or niche services
You supply everything Slowest in practice Lowest fee, most delay risk Businesses with existing copy

Verdict: Choose “you write, they edit” only if a named person on your team has hours blocked out for it. If nobody’s name goes next to the task, pay for the writing, an unwritten page is the most expensive item in any web project.

Bottom Line: Any line item without a number or a named owner attached will be interpreted in the studio’s favour when the schedule tightens. Ask for both before you sign.

Where the Hours in a Website Build Actually Go

IN BRIEFMost clients assume they are paying mainly for design. In a healthy scope, build and content take the larger share of hours, and visual design takes less than expected, a pattern worth understanding before you brief any website designer on price.

The last row is small, and that is not a criticism. Launch is a checklist, not a phase. What matters is that the checklist exists in writing, because everything on it is easy to skip and awkward to fix afterwards.

PART 3 · DESIGN

Ownership and Handover: What You Keep After Launch

IN BRIEFYour business should hold the domain registration, the hosting account, the platform admin login, and the design source files. Nothing technical prevents this arrangement, so a studio that resists it is choosing to, not being forced to by the platform.

Four things are worth naming explicitly in the scope: the domain, the hosting account, the admin-level login to the site, and the design files. The domain is the one people assume is theirs and often is not, because it was registered under the studio’s account during setup.

Handover is the other half. A site you own but cannot edit is only partly yours. A proper handover includes admin credentials in your name, a short training session, and confirmation that analytics reports into an account you control.

Consultant’s Note: The domain is the quiet one. A website can be rebuilt in a few weeks, but a domain held in someone else’s registrar account can take months to recover if the relationship sours. If you negotiate only one ownership term, make it the domain.
Bottom Line: Ownership costs nothing to arrange at the start and cannot be arranged retrospectively. Put the four assets in the scope document by name.

What a Website Design Package Should Deliver Week by Week

IN BRIEFA standard small-business build runs six to eight weeks when content is ready. Weeks one and two are discovery and design; weeks three to five are build; weeks six onward are review and launch. Delays almost always trace back to one column, not to the developer.

Modelled Eight-Week Delivery Timeline for a Website Design Package
Modelled eight-week timeline for a Malaysian small-business website design package, showing what the studio delivers each week, what the client must supply, and the most common cause of delay at that stage.
Period Studio delivers You must supply Common cause of delay
Week 1 Sitemap and page plan Brand files, service list No logo source file
Weeks 2–3 Homepage and template designs One consolidated feedback round Feedback arriving in pieces
Weeks 4–5 Pages built on staging Final copy and photos Content still unwritten
Week 6 Mobile and speed checks Review on your own phone Late scope additions
Weeks 7–8 Launch, SEO setup, handover Domain and hosting access Nobody knows the domain login

Illustrative model by IZI Digital Marketing, built on the standard sequence of a Malaysian small-business web build and on Google’s documented page experience checks. Indicative sequence, not guaranteed timings.

The third column is the one to read twice. Four of these five delay causes sit on the client side, which is why a quote that states your obligations by week is more useful than one that promises a launch date without them.

Week six deserves the extra beat. Google’s documentation is explicit that Core Web Vitals are used by its ranking systems, with targets of 2.5 seconds for Largest Contentful Paint and under 0.1 for Cumulative Layout Shift. A package that skips speed testing hands you a site that looks finished and performs badly.

PART 4 · DEPLOY

How to Read a Website Design Quote in Ten Minutes

IN BRIEFFive passes are enough. Find the content owner, count the revision rounds, check the year-two costs, look for the ownership clause, and confirm what post-launch support covers, the same discipline we apply across every digital marketing package.

  1. Find the content owner. Search the document for who writes the words. No named owner means the answer is you, whatever the meeting suggested.
  2. Count the revision rounds. Look for a number attached to design feedback, and check what happens when you exceed it. “Unlimited revisions” usually hides a soft limit.
  3. Check the year-two costs. Hosting, domain renewal, SSL and platform licences are often bundled free for year one and billed separately afterwards.
  4. Find the ownership clause. Look for the domain, hosting account, admin login and design files by name. Absence is the answer, not an oversight.
  5. Confirm what post-launch support covers. Bug fixes for 30 days is normal. Content edits and new pages are usually not included, and should say so plainly.

Ten minutes spent this way replaces a month of discovering the same gaps in production. There is a wider point here too: DOSM’s establishment survey put web presence at 63.3 per cent of Malaysian establishments, so a large share of businesses are buying their first site with no prior experience of reading one of these documents.

Comparing two quotes and unsure which is stronger?

We will read both against these five passes and give you a written view, the same way we work through an SEO audit checklist line by line.

BENCHMARK BRIEFING 4 OF 4

Which Missing Line Item Costs You What

IN BRIEFNot every gap matters equally. A missing content owner bites within three weeks, while a missing ownership clause bites only on the day you leave, but bites hardest. Map each gap to when it will cost you before deciding what to negotiate.

Missing Scope Items Mapped to Cost and Timing
Common gaps in Malaysian website design package scopes mapped against how the gap appears in the quote, what it costs the client, and when that cost is felt.
Missing item How it appears in the quote What it costs you When it bites
Content owner “Content upload included” Weeks of stalled build Week 3–4
Revision limit “Revisions until happy” Friction or surprise charges Week 2–3
Year-two costs “Free hosting first year” An unbudgeted renewal bill Month 12
Speed and mobile testing Not mentioned at all Poor rankings and drop-offs Month 1–3
Asset ownership Silent Domain and files locked away Only on exit

Illustrative model by IZI Digital Marketing, built on recurring gaps in Malaysian web design scope documents and on Google’s documented page experience requirements. Indicative timings, not measured outcomes.

Two of these gaps are worth negotiating hard and three are worth simply clarifying. The content owner and asset ownership change what you get and what you keep. The rest are usually resolved with one honest question in the meeting.

THE VERDICT

Buy the Scope, Not the Page Count

Most advice on this topic tells you to compare studios. That is the wrong unit of comparison, because two capable studios can quote the same figure for genuinely different work, and neither is misleading you. The unit that matters is the scope document.

A complete website design package names a content owner, a revision limit, a year-two cost line, a testing step before launch, and the four assets you own. Five specifics. Everything else in a quote is elaboration, and a quote that gets those five right is usually well run in the parts you cannot see either.

If the document in front of you names all five, you are choosing between real options and can decide on price and fit with confidence. If it names three, you have not yet been given enough to choose, and asking for the other two costs nothing except a slightly awkward email.

FAQ

Frequently Asked Questions

1. What should be included in a website design package?

Discovery, design, build, content and launch with handover, each with a quantity or a named owner attached. It depends on your tier, but the non-negotiable line is who writes the content. A package that names four of the five components will stall in the one it left out.

2. Does a website design package include hosting and the domain?

Usually for the first year only, then billed separately. It depends on the studio’s model, some bundle it permanently into a monthly fee instead. Ask what the year-two figure is before comparing two quotes, because that single line often reverses which one is cheaper.

3. How long does a website design package take in Malaysia?

Six to eight weeks is realistic for a small-business site when content is ready on time. It depends almost entirely on you rather than the developer: late copy and piecemeal feedback are the two delays that appear in nearly every stalled project.

4. Who owns the website after the design package is completed?

Your business should own the domain, hosting account, admin login and design files. It depends on nothing technical, no platform requires otherwise. Name all four in the scope document, since the domain in particular is often registered under the studio’s account by default.

5. Is content writing included in a website design package?

Often not, even when the quote implies it. It depends on the wording: “content upload” means placing your text, while “copywriting” means producing it. If no named person on your side has hours set aside for writing, pay for the writing instead.
