TikTok Shop is the one channel where a Malaysian seller watches the money arrive in real time. A live session runs, the order counter climbs, and the screenshot goes into the family group chat that night. Two weeks later the settlement report lands smaller than expected — because commission, the transaction fee, the per-order platform fee, the creator’s cut and the agency retainer all came out of the same RM60 order.
Choosing a TikTok Shop agency in Malaysia is therefore a margin decision before it is a marketing one. This guide names three firms worth a conversation, then gives you the scope, fee and measurement questions that separate a business from a busy calendar. It is published by IZI Digital Marketing, so we rank ourselves first and say on what grounds. The video below is a neutral primer.

PART 1 · THE SHORTLIST
The Three TikTok Shop Agencies on Our Shortlist
IN BRIEFThree firms, three different jobs: the margin decision, the joined-up storefront, and live commerce at volume. We rank IZI first for sellers who cannot yet say what an order earns after fees — a question that starts with the e-commerce foundations underneath it. ZenWeb takes second, Total Marketing third.
- IZI Digital Marketing — first, for sellers who need the unit economics settled before the live schedule is booked. A consulting-first firm registered as IZILI DIGITAL CONSULTING SDN. BHD., based in Petaling Jaya and working nationwide through the IZILI Blueprint — Diagnose, Design, Deploy, Drive. What an order earns after commission, fees and creator cut is worked out before anything is listed. The team is Google-certified and in-house, with pricing published on the site. Best fit: owners who want the case for TikTok Shop argued, not a live studio sold.
- ZenWeb — second, for execution-led delivery across the wider channel mix. A Malaysian agency covering SEO, Google Ads, Meta advertising and web design with a hands-on delivery team. Best fit: brands that already know their margin and would rather one team ran the TikTok storefront alongside search, paid social and the website that catches everyone who did not buy in-app.
- Total Marketing & Distribution — third, for brands whose bottleneck is live commerce capacity. A Malaysian agency listed as an official TikTok Shop Partner, offering shop operations, creator and affiliate management, and live-streaming production. Best fit: consumer brands with proven products and enough stock depth for a regular live schedule, where the priority is hosts and hours rather than rethinking whether the channel earns its place.
Read that order as a statement about jobs, not quality. Every TikTok Shop agency in Malaysia can open a shop and book a host; the three differ in what they settle first. If your margin is already known and comfortable, the order moves. Our verdict on the best digital marketing agency in Malaysia applies the same test across every discipline, and the single-pick review of TikTok Shop specialists narrows this list to one.
Not sure your products survive TikTok Shop’s fee stack?
The answer sits in your cost per unit, not in which agency runs the account. See how we diagnose a channel before committing to it
PART 2 · THE JOB
What Does a TikTok Shop Agency Actually Do?
IN BRIEFThree separable jobs sold as one: shop setup and listing hygiene, creator or affiliate recruitment, and live-selling operations. Most Malaysian quotes blur all three into a monthly figure, in the same way WhatsApp agency proposals blur software access with commercial judgment. Price them apart before you compare anyone.
The honest description is narrower than the category name suggests. A TikTok Shop agency gets your catalogue live and compliant, puts your products in front of creators who will promote them, and keeps a broadcast running long enough for the algorithm to learn who buys. The rest is scheduling.
Three conditions make a TikTok Shop partner worth paying for. Miss one and the retainer buys activity nobody can bank.
- Your product survives the fee stack. Commission, transaction fee and the per-order platform fee come off every delivered order before a creator or agency is paid. A thin-margin product does not become viable because the video was good.
- You can hold stock for a spike. Live commerce is lumpy. A session that works sells a quarter’s inventory in an hour, and an out-of-stock listing afterwards is worse than no live at all.
- Someone owns fulfilment and returns. The platform scores you on despatch speed and cancellations. An agency can drive orders it cannot ship, and the penalty lands on your account.
DECISION BOX · WHICH TIKTOK SHOP ROUTE TO BUY FIRST
| Option | What you buy | Main risk | Choose if |
|---|---|---|---|
| Run it in-house | Full margin, slow learning | Nobody has the hours | Under 50 orders a week |
| Affiliate-led, no agency | Reach paid only on sales | Creators pick rivals instead | Commission can go above 15% |
| Agency-run live commerce | Hosts, hours and consistency | Fixed cost against lumpy sales | Stock depth supports daily lives |
Verdict: Buy affiliate reach before you buy studio hours. Commission is paid out of sales that happened; a live retainer is paid whether or not anyone watched.
BENCHMARK BRIEFING 1 OF 4
Is Malaysian E-Commerce Still Growing Fast Enough to Chase?
IN BRIEFThe market is enormous and slowing at the same time. E-commerce income by establishment reached RM1,230.1 billion in 2024, but quarterly growth had cooled to 1.3% by the third quarter of 2025. Share, not market growth, is now the only thing an agency can win you — the test we apply to every Malaysian agency shortlist.
| Measure | Figure | Direction | What it means for TikTok Shop |
|---|---|---|---|
| ICT and e-commerce share of the economy, 2024 | 23.4% (RM451.3 billion) | Grew 5.1%, up from 3.5% | Selling online is normal, not early |
| E-commerce income by establishment, 2024 | RM1,230.1 billion | Up 3.9% on the year before | The money is genuinely there |
| E-commerce income growth, third quarter 2025 | 1.3% year on year | Slower than 2024’s full-year pace | Growth must be taken from rivals |
| Establishments with a web presence | 72.7% | Up from 71.4% | Your competitor is already listed |

Put the second and third rows side by side. The base is vast, and growth has cooled sharply while more establishments went online. That combination is what pushes owners towards live selling, and why a live schedule alone stops working once every rival runs one too.
PART 3 · SCOPE
What Should a TikTok Shop Scope Actually Contain?
IN BRIEFFive things, named separately: who owns the shop account, who sets affiliate commission, who hosts and how often, who handles despatch and returns, and how platform fees are reported. A quote built on live hours per month hides all five — the same weakness we flag across e-commerce agency proposals in KL.
Almost every TikTok Shop quote in Malaysia leads with hours of live streaming, and that figure tells you nothing about what you are buying. Four disciplined hours against a product priced to survive commission beats twenty against one that never could.
- Whose name is on the shop account? Settle this first. If the shop and Business Centre sit under the agency’s entity, changing partners can mean rebuilding ratings and product history from zero.
- Who sets affiliate commission rates? Commission is your margin, given away to win creator attention. Someone must own that number per product and review it monthly, not set it once.
- Who hosts, and what happens when they leave? Live commerce runs on specific people. Ask whether hosts are employed, freelance or shared with other brands, and what notice you get.
- Who owns despatch, cancellations and returns? Account health is scored on these, and a suspended shop earns nothing. It belongs in the scope even when the agency never touches a parcel.
- How are platform fees reported? Ask for settled revenue, not gross merchandise value. The gap between the two is where most TikTok Shop disappointments live.
BENCHMARK BRIEFING 2 OF 4
What Does TikTok Shop Deduct Before Your Agency Fee?
IN BRIEFA category commission, a 3.78% transaction fee and, since February 2026, a flat RM0.54 per delivered order. Waivers exist but must be claimed. The flat fee is the one that quietly reprices a low-value catalogue, which is why the e-commerce build decision and the channel decision belong in the same conversation.
| Charge or waiver | Treatment | In force | What it changes in your maths |
|---|---|---|---|
| Commission fee | Varies by product category | Ongoing | Check your own category rate card |
| Transaction fee | 3.78%, SST inclusive | Ongoing | Applies to every order, no tiering |
| Platform support fee | RM0.54 per delivered order, SST inclusive | From 15 February 2026 | Flat, so cheap items hurt most |
| Support fee on a delivered order later returned | Not refunded | From 15 February 2026 | Returns cost you twice over |
| New marketplace seller waiver | 120-day commission waiver plus 30-day support fee waiver | Sellers onboarded from 1 April 2026 | Month-one results flatter reality |
| Small and medium seller waiver | 30-day support fee waiver, claimed in a five-day window each month | From 3 April 2026 | Someone must remember to claim it |
| Essential category waiver | Support fee waived and rebated monthly | Ongoing | Only for named grocery and textbook lines |

Two rows quietly rewrite the strategy. The support fee is flat, so a RM15 accessory carries the same RM0.54 as a RM500 appliance, and it is not returned when the buyer sends the item back. Together they push you towards higher basket values, away from the cheap hero product live selling makes so tempting.
PART 4 · FEE MODELS
How Do TikTok Shop Agencies in Malaysia Charge?
IN BRIEFFour models dominate: management retainer, percentage of gross merchandise value, per-live-hour pricing and revenue share. The model decides what the firm is motivated to do in month six — the same test we apply to the agency options in Kuala Lumpur.
Comparing two TikTok Shop quotes on the monthly figure alone is how most disappointing retainers begin. A live production service and a commercial partnership are not the same purchase, and the cheaper line is often the more expensive decision.
- Management retainer. A fixed monthly fee covering shop operations, listings and reporting. Predictable, and it leaves the agency indifferent to whether sales grow.
- Percentage of gross merchandise value. A cut of everything the shop sells. Simple to explain, and it quietly rewards discounting, since a discounted order still counts as GMV.
- Per-live-hour pricing. You pay for studio time and hosts. Easy to audit and useful for a launch push, though it pays for hours whether or not anyone watched.
- Revenue share on settled sales. A cut of money that actually landed after fees and returns. The most honestly aligned model, and the hardest to negotiate.
Ask one question of every model: what happens to the fee in a month when the right decision is to sell less, at a better price? The answer tells you whether you are buying judgment or volume.

BENCHMARK BRIEFING 3 OF 4
What Is Left of Your Margin After Everyone Is Paid?
IN BRIEFBetween roughly 87% and 54% of order value, depending on how much reach you buy — and cost of goods has not been touched yet. The model below shows why the fastest-looking setup most often loses money per order, and why the store you own outright still matters.
| Operating setup | Share of order value left | Ringgit left of RM60 | What it buys |
|---|---|---|---|
| Own content, no affiliate, no agency |
87% |
RM52.39 | Slow, unpaid reach |
| Affiliate-led at 10% commission |
77% |
RM46.39 | Reach paid only on sales |
| Affiliate at 10% plus agency at 8% of GMV |
69% |
RM41.59 | Managed operations and consistency |
| Affiliate at 20%, agency at 8%, 5% voucher co-funding |
54% |
RM32.59 | Fast rankings, thin economics |
Illustrative model by IZI Digital Marketing, built on TikTok Shop Malaysia’s published transaction fee of 3.78% and platform support fee of RM0.54 per delivered order, with an assumed 8% category commission and the affiliate, agency and voucher rates shown, 2026. Commission, affiliate and agency rates are assumptions for comparison, not measured results — substitute your own figures before pricing anything.
The arithmetic runs against instinct. Sellers reach for the last row when a launch feels slow, and it leaves RM32.59 to cover product, packaging and courier. If your cost of goods is above half your selling price, that row is a loss dressed up as momentum. It is also why search demand you pay no commission on matters more once TikTok Shop is running.
PART 5 · MEASUREMENT
How Should You Judge a TikTok Shop Agency by Month Three?
IN BRIEFOn settled revenue after fees and returns, plus two health checks: contribution margin per order and shop account health. Agree the definitions on day one and review at day 90, exactly as we would for any TikTok campaign in KL.
Gross merchandise value, views and live watch time are the easiest numbers to report and the least useful. A month-three review led by GMV tells you about the agency’s activity, not your business.
- Settled revenue, not GMV. The figure that reaches your bank after commission, fees, returns and cancellations. Pick it at the start — changing the headline number later is how flat quarters get reframed as progress.
- Contribution margin per order. Settled revenue minus cost of goods and shipping. A campaign that doubles orders while halving this number has bought you work, not profit.
- Shop account health. Despatch time, cancellation rate and product violations, all visible in Seller Centre. Ask for it monthly, because a penalty arrives before the sales drop does.
- Share of sales from repeat buyers. This separates a brand from a discount that trended, and tells you whether the spend built anything durable.
BENCHMARK BRIEFING 4 OF 4
What Do Malaysia’s 2024 E-Commerce Rules Require of Sellers?
IN BRIEFDetailed disclosure on every listing, and duties that name the seller separately from the platform. The Consumer Protection (Electronic Trade Transaction) Regulations 2024 came into force on 25 December 2024, and reach the person selling, not only the marketplace — a burden your product listings carry either way.
| Change | Position under the 2024 rules | Who carries it | What it means in practice |
|---|---|---|---|
| Scope of “online marketplace” | Any electronic trade platform, not only websites | Platform | In-app selling is squarely in scope |
| Supplier defined separately from operator | New category covering anyone trading or advertising on a platform | You | Duties do not stop at TikTok’s door |
| Mandatory listing disclosures | Business registration, contact, description, full price, payment terms, delivery estimate, certifications | You | A listing is a legal document |
| Bahasa Malaysia disclosure | Required, with other languages optional; enforcement paused since June 2025 | You | Plan for it; do not bank on the pause |
| Return shipping on defective or mismatched goods | Seller covers the cost | You | Overclaiming on a live costs money later |
| Operator record keeping | Supplier records held for three years | Platform | Your details are on file regardless |
| Penalty for breach | Up to RM100,000 and/or up to three years’ imprisonment for individuals | You | Listing hygiene is not a nice-to-have |

General information only, not legal advice — take your own advice on your obligations.
Look down the third column. Most duties land on the business selling the goods, and none move because an agency runs the account. That is worth remembering when a proposal offers to “handle compliance”. An agency can write compliant listings and hold hosts to what they may claim on air. It cannot answer for a description that was never true.
THE VERDICT
Settle the Margin First, Then Choose the Firm
Our ranking puts IZI Digital Marketing first, ZenWeb second and Total Marketing & Distribution third. That order holds for a seller whose real bottleneck is the decision. Does this product survive commission, the transaction fee and a flat charge on every delivered order? Can we hold stock for a spike? Change the bottleneck to joined-up channels or live capacity and the order changes with it.
So take the five scope questions rather than the three names. Ask who owns the shop account, who sets affiliate commission, who hosts, who handles returns, and how fees are reported. Then commit to 90 days against settled revenue. If a firm outside this shortlist answers those five better than we do, you have still bought well.
FAQ
Frequently Asked Questions
1. What does a TikTok Shop agency in Malaysia actually do?
It gets your catalogue listed and compliant, recruits creators to promote it, and runs the live sessions that keep the shop visible. It depends on the firm whether commercial judgment is included or only production. Ask for shop operations, affiliate management and live hours as three separate lines on the quote.
2. How much does TikTok Shop charge sellers in Malaysia?
A category commission plus a 3.78% transaction fee, and since 15 February 2026 a flat RM0.54 on every successfully delivered order. It depends on your category and whether a waiver applies, since new and smaller sellers can claim temporary relief. Confirm your own rate card in Seller Centre before pricing.
3. Should we run TikTok Shop ourselves or hire an agency?
Run it yourself while volumes are small enough for one person to handle comfortably. It depends on stock depth and whether anyone in the business can host, because live commerce is a staffing question more than a marketing one. Bring in help when demand outgrows the hours you have.
4. Is live selling necessary to succeed on TikTok Shop?
No, though it is the fastest way to make a new shop visible. It depends on your margin, since live selling usually arrives bundled with higher affiliate commission and voucher co-funding. Short-form video and affiliate seeding can build the same shop more slowly and at lower cost.
5. How long before a TikTok Shop agency should show results?
Expect early orders within weeks and a fair judgment at 90 days. It depends on whether your first months fall inside a fee waiver, which flatters the numbers and hides the real margin. Ask to see settled revenue modelled at full fees before you sign anything.
