The two words look alike and cost very differently. A consultation is a sales meeting with a diagnosis attached, and its unspoken purpose is to arrive at a proposal for that firm’s own services. Consulting is the diagnosis itself, sold on its own terms, useful whether or not you hire the person who gave it. Both are legitimate. Confusing them is how a business owner ends up paying for a strategy that was never going to conclude anything except “you need what we sell”.
This article ranks three real firms, states plainly who each one suits, and sets out the questions that reveal which of the two things you are being offered. “Consultant” and “Agency” Are Not the Same Purchase
IN BRIEFA consultant sells judgment; an agency sells capacity. You need judgment when you cannot name the problem, and capacity once you can. Buying them in the wrong order is the most expensive mistake in the category, the reason our consulting engagements start with a diagnosis.
The two purchases answer different questions, and a firm that does both is not automatically doing either badly. The risk is only that you buy one while thinking you bought the other.
- A consultant answers “what should we do”, which market, which channel, which offer, what to stop. The deliverable is a decision you can defend, and it should survive being handed to a supplier who is not the author.
- An agency answers “who will do it”, the campaigns, the pages, the content, the reporting. The deliverable is work produced on a schedule against a plan that already exists.
- A freelancer answers “who will do this one thing”, a single channel or skill, priced per task or per month, with no obligation to look at the rest of the business.
- An in-house hire answers “who owns this permanently”, the most expensive option, and the only one that accumulates knowledge of your business rather than renting it.
Most Malaysian SMEs skip the first purchase entirely. They go straight to capacity, because capacity is easier to quote and easier to approve, and then judge it against a goal nobody ever wrote down. Two quarters later the campaign is blamed for a problem it was never scoped to solve.

Six Questions That Tell Consulting From a Sales Call

- What would make you tell me not to spend? Every honest adviser has an answer. Silence here is the clearest signal in the meeting.

Scopes and packaging are published, so the shape of a programme is visible before a sales conversation.
For a lot of owner-run businesses this is the more practical purchase. An independent diagnosis has a real weakness: somebody still has to act on it, and a small team without internal marketing capacity often cannot. A recommendation that sits in a folder returns nothing at all. When the same firm writes the plan and staffs it, the gap between decision and delivery closes to nearly zero, and there is no second procurement round to survive.
The trade-off is the one this whole article turns on. In practice that makes it a firm built for organisations whose marketing question is what the brand stands for and how it is talked about publicly.
That shape solves a class of problem the other two entries on this list do not. When the issue is a launch that needs press coverage, a reputation that needs managing, or a brand position that has drifted away from what the business now sells, campaign optimisation is the wrong instrument entirely. Communications work of that kind lives on a different timescale and is judged on different evidence.
It also carries an assumption worth naming. Agencies built for brand-side clients generally expect a counterpart inside your organisation who can brief, approve and act on what comes back. There is no single market rate, and two quotations at the same figure can hold very different work. It depends on whether you are buying a one-off diagnosis, an ongoing advisory arrangement, or a retainer with execution attached. Ask for the diagnosis to be priced separately, if it cannot be, it is not being sold as consulting.
2. Is a consultant better than an agency for a small business?
Not better, different, and the right order usually starts with the consultant. It depends on whether you can already write your problem in one sentence.
