Almost every Malaysian business owner asks this as a price question. A Google Ads freelancer quotes RM 1,000 a month, an agency quotes RM 2,500, and the gap becomes the whole conversation. That framing decides nothing useful, because the fee is the smallest number on the table once ad spend starts moving.
There is a better test, and it costs nothing to run. Google already publishes what any third party managing your account owes you, whether that is a 30-person agency or one person working from a laptop in Bangsar. The list is short, public, and checkable before anyone replies to your enquiry. Most Malaysian advertisers have never read it, which is why so many pick on personality instead.

What Are You Actually Choosing Between?
IN BRIEFYou are not choosing between two kinds of people. You are choosing how wide the job is. If the only broken thing is the ad account, one specialist is enough. If clicks arrive and then leak on the site, you are buying coordination, which is what Google Ads management teams exist to hold together.
Write the job down before you shortlist anyone. Most Malaysian SMEs discover the job is wider than they assumed, because the ad account is rarely the only thing that needs a decision.
- Narrow job — the account only. Campaigns exist, tracking works, the site converts, and someone simply needs to run the auction well every week.
- Wide job — the path to enquiry. Ads, landing page, form, WhatsApp handover and follow-up all touch each other, and no single one of them is clearly the problem.
- Undefined job — nobody agrees what a lead is. Sales counts phone calls, marketing counts form fills, and the ad account counts something else again.
The third case is the common one, and neither model fixes it. Hiring anybody before the definition is settled buys you a faster argument, not more customers. That is the same trap behind most disappointing engagements in the wider agency versus freelancer decision, whatever the channel.

The Test You Can Run Before Anyone Replies
IN BRIEFGoogle requires third parties whose clients mostly spend under USD 1,000 a month to publish its advertiser disclosure notice visibly on their own website. Most Malaysian SME advertisers sit under that line. Check the footer of every candidate before you email them. It is the same discipline behind reviewing any Google Ads agency in Malaysia.
The rule is specific. Under Google’s transparency requirements, a third party whose customers mostly spend less than USD 1,000 per month must link the advertiser guide in a clearly visible place. A homepage footer, an advertiser section or a reporting dashboard all count. The threshold is 80% of customers.
At roughly RM 4,200 a month, that threshold captures a large share of Malaysian small-business advertisers. So the obligation lands on most local operators, whether they are a studio in Puchong or one person working from home. Yet the notice is almost never there.
Treat a missing notice as a question, not a verdict. Some genuinely serve larger accounts and fall outside the rule. What matters is whether the person can tell you which side of the line they are on without changing the subject.

What a Comparable Quote Actually Looks Like
IN BRIEFYou cannot compare an agency quote with a freelancer quote until both split the Google cost from their own fee. Google requires that split in writing before your first purchase and on every invoice. That makes it a rule you enforce, not a favour you request, and it settles most of the management fee versus ad spend question.
Google’s transparency rules say two things that most Malaysian proposals quietly ignore. Cost reporting must show the exact amount charged by Google, exclusive of any fee the third party adds. And a management fee charged separately must be disclosed in writing before the first purchase, then again on all customer invoices.
A bundled “RM 3,000 all-in package” satisfies neither. It may still be an honest offer. You just have no way to tell whether your money went to the auction or to the office, which means you cannot judge performance later.

Verdict: Choose a freelancer if the job is narrow and you write cover into the agreement; choose an agency once the enquiry path crosses more than one system. In-house only earns its salary well above RM 20,000 monthly spend.

Who Owns the Account, the Data and the Tracking?
IN BRIEFOwnership decides what you keep when the relationship ends, and it is set in week one, not at the exit. Google requires a separate ads account per advertiser and offers admin, standard and read-only access levels, so who should own your Google Ads account is a contract question, not a technical one.
Google’s advertiser guide is blunt about the account structure: the third party must set up a separate ads account for you, so your performance is represented fairly rather than pooled with other advertisers. Pooling distorts quality signals and makes your history impossible to separate later.
Two access patterns work. Either the account is created under your own Google login and you invite the manager, or the manager links it to their manager account and you hold admin access on the account itself. Both keep the history yours.
- Keep admin access permanently. Standard access lets someone run campaigns without controlling who else gets in. Retain the ability to revoke.
- Own the billing method. If their card pays Google, the spend history and any credits follow them out the door.
- Own the tracking layer. Conversion tags and GA4 property ownership matter more than the campaigns, because conversion tracking is what makes past spend readable.
- Get the customer ID in writing. Google requires third parties to give you your account’s customer ID when asked.

Read the bar column, not the ringgit columns. At RM 2,000 spend the agency fee is three-quarters of the media budget; by RM 20,000 it is under a fifth. The ringgit gap between the two models barely moves. What changes is how much of your budget the fee swallows before the auction sees a sen of it.

Is Malaysian Freelance Work Getting More Formal?
IN BRIEFYes, and it changes what you should ask for. Malaysia’s informal-sector workforce has grown since 2021, and the Gig Workers Act 2025 brought written service agreements and a dispute route into law. A freelancer who cannot produce a service agreement in 2026 is behind the market, not just behind an agency.

The Department of Statistics Malaysia counted 1.34 million non-agricultural informal-sector workers in 2023, up 4.2% on 2021. Independent work is not a fringe here. It is a deepening supply of specialists, which is good news for anyone weighing the freelance option.
The direction of travel matters more than the level. With the Gig Workers Act 2025 now in force, written terms and a formal dispute route are the standard for independent work in Malaysia. Ask for both. A capable freelancer will already have them drafted.

How to choose between a Google Ads agency and a freelancer
Five steps, run in order, with a written answer captured at each one.
- Write the job down. One page: the enquiry you want, what counts as a lead, current monthly spend, and which systems the enquiry passes through.
- Run the public checks. Look for the advertiser disclosure notice, confirm they will open a separate account for you, and note how each candidate responds.
- Ask for a quote in the required shape. Google cost and management fee stated separately, in writing, before any purchase.
- Ask the cover question. “What happens to my account if you are unavailable for two weeks?” Accept only a named person or a written escalation path.
- Agree ownership before access. Your login owns the account, you keep admin access, and your billing method pays Google.

Common Questions About Agencies and Freelancers
1. Is a Google Ads freelancer cheaper than an agency in Malaysia?
Usually yes on the monthly fee, and the gap is often RM 700 to RM 1,500. Whether that is genuinely cheaper depends on how much work sits outside the ad account: landing pages, tracking, product feeds. Once two or three systems are involved, coordination time reappears somewhere, and it is rarely free.
2. Should I give a freelancer admin access to my Google Ads account?
Give standard access and keep admin for yourself. The exception is a short technical setup where admin rights are genuinely needed, and even then it should be temporary. Google’s access levels exist precisely so you can grant campaign control without handing over the ability to remove you from your own account.
3. What should a Google Ads service agreement include?
Scope, fee stated separately from ad spend, reporting frequency, notice period, and what happens to assets at the end. It should also name cover arrangements if one person is doing the work. Since the Gig Workers Act 2025 came into force, a written agreement is the norm for independent work in Malaysia, not a special request.
4. Can one freelancer handle both Google Ads and my website?
Some can, and the ones who can are worth keeping. The risk is concentration: one illness or one dispute then affects your traffic, your enquiries and your site at once. If you go this route, hold ownership of the hosting, the domain and the ads account yourself so nothing is hostage to goodwill.
5. When should I move from a freelancer to an agency?
Move when the bottleneck stops being the auction. The usual trigger is spend above roughly RM 15,000 a month, or a second channel that must be coordinated with search. Before that point, an agency’s extra fee mostly buys capacity you are not yet using.

Hire the Cover, Not the Hourly Rate
Both models can run a good Google Ads account, and both can run a bad one. What separates them is not talent but structure: what happens when the person who knows your account is unavailable, and what you keep when the arrangement ends.
So make the decision on three things you can verify — the published duties they already meet, the shape of their quote, and the cover written into the agreement. If a freelancer clears all three, hire the freelancer. If nobody clears all three, the problem is the brief, not the shortlist.
