Open five agency proposals in Malaysia and you will see roughly the same row of logos on every one. Google Partner. Meta Business Partner. A certification badge or two. The effect is intended and it works, owners read the row as approval from the platforms themselves and quietly stop asking questions.
The honest answer is that agency certifications carry real but narrow information. Each one certifies something specific and published, and every one of them is silent on the questions that actually decide whether an engagement goes well. The mistake is not trusting them. It is trusting them to answer a question they were never designed to answer.
This guide separates the two. It sets out what each common credential certifies and where agency certifications genuinely predict better work. It then covers how much weight they deserve at your spend level, and a short routine for verifying any claim before you sign, written from the perspective of IZI Digital Marketing, a Malaysian consultancy that publishes what it holds so it can be checked rather than assumed.
Before the detail, it helps to see how one of these certifications is actually earned.

PART 1 · DIAGNOSE
What a Certification Certifies, and What It Cannot
IN BRIEFEvery marketing certification measures knowledge of a platform’s mechanics at a single moment. None measures judgment, honesty or fit. That gap is why we publish our credentials with the verification route attached, a credential you cannot check is decoration.
The credentials on a Malaysian proposal fall into two families, and confusing them is the most common error owners make.
- Individual certifications are exams a person passes. Google’s are free, taken through Skillshop, and valid for one year before they must be retaken. They prove someone studied the platform.
- Company partnerships are programme statuses awarded to a firm, Google Partner, Meta Business Partner, and their equivalents. They rest on thresholds for managed spend, account performance and how many staff hold current certifications.
Both are real. Both are checkable. And both share the same blind spot: they describe capability, never outcome. An agency can hold every badge on the list and still put your budget behind a campaign that was never going to work. Nothing in any of these programmes examines whether the recommendation was sound in the first place.
BENCHMARK BRIEFING 1 OF 4
The Credentials You Will See, and the Bar Behind Each
IN BRIEFThe badges look equivalent on a page and are not. Some take a free afternoon; others require a live client base and daily-rechecked performance. Reading the bar behind each is the fastest way to stop over-weighting the cheap ones, particularly when reading the Google Partner badge in a proposal footer.
| Credential | Applies to | What earning it requires | Bar |
|---|---|---|---|
| Google Ads certification | A person | Passing a free online exam, renewed yearly | Low |
| Google Analytics certification | A person | Passing a free online exam on measurement basics | Low |
| Google Partner | A company | Spend, optimisation score and certified-staff thresholds, rechecked daily | Moderate |
| Google Premier Partner | A company | Partner thresholds plus a top-3% in-country ranking set annually | High, but scale-driven |
| Meta Business Partner | A company | Meta’s own programme criteria, separate from Google entirely | Moderate |
| Directory ranking or “award” | A company | Often a submission, sometimes a paid placement | Varies, often none |
Aggregated by IZI Digital Marketing from official Google Ads Help and Meta business documentation, July 2026. The “Bar” column is IZI’s own assessment.

PART 2 · DIAGNOSE
When Certifications Genuinely Predict Better Work
IN BRIEFAgency certifications predict better work in three narrow situations: when platform mechanics are genuinely complex, when you cannot judge the work yourself, and when the credential sits on the named person doing the work. Outside those, they mostly confirm that a company is operating normally.
There is a fair case for credentials, and it is worth stating properly rather than dismissing.
- Complex platforms reward formal training. Conversion tracking, bidding strategies and audience signals have real technical depth. Someone who has never sat the exam usually has gaps they do not know about.
- They give a non-expert buyer a floor. If you cannot evaluate campaign structure yourself, a published threshold is better evidence than a confident pitch.
- They date-stamp currency. Google certifications expire annually. A current one shows someone has kept up with a platform that changes constantly.
- Company partnerships prove a live client base. Spend thresholds cannot be faked. A firm holding Google Partner status is running real budgets right now.
Notice what these have in common. Each is strongest when you know the least, and each weakens as you learn more about your own account. That is the correct way to use them, heavily at the start, lightly once you can ask better questions.
BENCHMARK BRIEFING 2 OF 4
Company Badges Versus Certified People
IN BRIEFCompany badges tell you about the firm’s scale; individual certifications tell you about the person on your account. For a small Malaysian business, the second usually matters more, the firm’s total managed spend has no bearing on who opens your campaigns on Monday morning.
| Question | Company partner badge | Individual certification |
|---|---|---|
| What it measures | Firm-wide spend, performance and staffing | One person’s platform knowledge |
| How current it is | Rechecked continuously by the platform | Fixed at the exam date, expires yearly |
| How you verify it | A public directory listing | Ask for the certificate and expiry date |
| What it hides | Whether trained staff are assigned to you | Whether that person has run a budget like yours |
| Weight for a small business | Lower, you are not the account that earned it | Higher, if tied to a named person |
Compiled by IZI Digital Marketing from published Google and Meta partner programme documentation, July 2026. Weighting judgements are IZI’s own.
The Malaysian context sharpens this. Micro, small and medium enterprises contributed RM652.4 billion, or 39.5% of GDP, in 2024 according to the Department of Statistics Malaysia. Most agency clients here are therefore modest accounts, which means the badge earned on a firm’s largest advertiser says very little about the service the median client receives.
PART 3 · DESIGN
How Much Weight to Give Them in Your Situation
IN BRIEFThe right weight depends on what you are buying and how much you already know. Agency certifications matter most on your first paid campaign and least when you are buying strategy, where the relevant evidence is how a supplier diagnoses the problem rather than which exams they have passed.
DECISION BOX · HOW MUCH DO CERTIFICATIONS MATTER TO YOU?
| What you are buying | Weight to give certifications | The stronger signal to look for |
|---|---|---|
| Your first paid ads campaign | High, a sensible floor | Whether they ask about margins before budget |
| Ongoing ads management | Moderate, check, then move on | Named account owner and reporting cadence |
| SEO or content work | Low, no equivalent official badge exists | Work you can inspect and a documented method |
| Website design and build | Very low, badges rarely apply | Live sites you can load and test yourself |
| Strategy or an audit | Low, you are buying judgment | The quality of their questions in meeting one |
Verdict: Weight certifications by how technical and how invisible the work is. Ads scores highest on both. Strategy scores lowest, because you can judge it yourself in a single meeting.
One caveat worth naming. SEO and web design have no official platform certification at all. An impressive badge row in those categories therefore points to a paid directory listing far more often than to a bar anyone had to clear, one of the patterns covered in our guide to agency warning signs.

Where Certifications Sit Among Everything Else You Can Check
IN BRIEFSet against everything else available to you before signing, agency certifications are a small slice of a sound decision. The model below weights the inputs deliberately, putting the heaviest weight on evidence a supplier cannot obtain by passing an exam.

PART 4 · DRIVE
A Four-Step Routine for Checking Any Credential Claim
IN BRIEFVerification takes about ten minutes and settles the question completely. Work through the four steps below in order, it is the same verify-first habit that makes an audit checklist worth completing rather than skimming.
- Look the company up in the official directory. Google lists current holders in the Google Partners directory, and Meta maintains its own business partner directory. A logo with no listing behind it is the mismatch worth raising.
- Separate company status from individual exams. “Google Partner” is a company threshold set out in Google’s published requirements. “Google certified” normally means one person passed a free exam. The two are not interchangeable.
- Ask for the certificate of the person on your account. Request the name, the certificate and its expiry date. Google certifications lapse after twelve months, so an expiry date in the past answers the question by itself.
- Ask what the credential does not cover. A supplier who says plainly that their Google badge says nothing about their SEO work is showing you exactly the kind of honesty you are trying to buy.

How Quickly a Credential Claim Goes Stale
IN BRIEFDifferent credentials decay at very different speeds, and a proposal never shows you the date. Reading a badge without knowing its shelf life is how a five-year-old claim ends up carrying weight in a decision made this month.
| Time since claim made | Company partner status | Individual certification | What to ask |
|---|---|---|---|
| Today | Reliable, rechecked continuously | Reliable if the certificate is shown | Show me the directory listing |
| 6 months on | Reliable if still listed | Still valid, over halfway through | Is it still current today? |
| 12 months on | May have lapsed unnoticed | Expired unless renewed | When was it last renewed? |
| 2 to 3 years on | Tells you nothing about now | Covers a platform that has changed | Who on the team is certified this year? |
| 5 years on | Historical only | Historical only | Why is this still on the proposal? |
Illustrative model by IZI Digital Marketing, built on Google’s published one-year certification validity period and its continuously rechecked Partner requirements, July 2026.
FAQ
Common Questions Owners Ask Us
1. Do agency certifications matter when hiring in Malaysia?
They matter as a filter rather than as a decision. It depends on what you are buying, for paid ads, where the mechanics are technical and hard to inspect, a current certification is worth checking. For SEO, content or web design, no official certification exists, so the work itself is the better evidence.
2. Should I rule out an agency with no certifications?
Not automatically, but ask why. It depends on the reason, a specialist consultancy with few ad clients may simply not clear a spend threshold while giving sounder advice. A firm that claims certifications it cannot evidence has told you something more serious.
3. Are Google Ads certifications hard to get?
No. They are free online exams taken through Google Skillshop and can be passed in an afternoon with preparation. That is precisely why an individual certification should be read as a baseline rather than as a distinction between two shortlisted suppliers.
4. How do I verify an agency’s certification claims?
Check the company in the official platform directory and ask for the individual certificate plus its expiry date. It depends on the claim type: company partner status appears in a public listing, while individual certifications must be produced by the person who holds one.
5. Do certifications guarantee better results?
No, and no programme claims they do. It depends on what the credential measures, every one of them tests platform knowledge or account thresholds, and none examines whether the strategy behind your spend was the right one for your business.
THE VERDICT
Use Them to Shorten the List, Not to Make the Choice
Agency certifications deserve neither the reverence nor the cynicism they usually attract. They are exactly what they claim to be: published, checkable statements about platform knowledge and account thresholds. Used that way, they save you from the bottom of the market in about ten minutes.
What they cannot do is choose between two competent suppliers. Once both hold the same badges, the decision moves to the things no programme measures. Who is named on your account. What the scope excludes. Who owns the ad account when the relationship ends. And whether anyone was willing to tell you that a channel you asked about is the wrong place for your money this year. Those are the answers worth working for, and they are the ones we put in writing alongside our own credentials.
