Malaysia had 2.31 million children under five in 2025, down from 2.36 million a year earlier, on the DOSM Children Statistics, Malaysia, 2025 release. Over the same period, a 3.4 per cent fall in kindergarten enrolment dragged private school numbers down with it.
That is the sentence most tadika owners have not been told. Your intake is not soft because your teachers got worse. It is soft because there are fewer four-year-olds in the country, and the centres two streets away are chasing the same ones.
If you run a private kindergarten, preschool or tadika anywhere from Bandar Utama to Kota Bharu, this guide applies the IZI Blueprint, the four-phase method we use in consulting engagements, to that problem.

PART 2 · THE MARKET
What Is Happening to Preschool Demand in Malaysia?
IN BRIEFThe child population is falling while the number of registered centres rises. Fewer children, more competitors. That combination makes local SEO the cheapest defensible asset a tadika can own, because catchment is the one thing you control.
Four published numbers describe the ground under your centre.
- The child population is contracting. Children under 18 fell to 9.03 million in 2025 from 9.14 million, now 26.4 per cent of the population.
- Your intake pool shrank faster. Under-fives dropped from 2.36 million to 2.31 million, roughly 50,000 fewer future enrolments.
- Supply went the other way. Registered childcare centres rose 1.4 per cent to 3,198, with Johor adding 29.4 per cent.
- Private kindergartens already feel it. Enrolment fell 3.4 per cent, the largest drag on private school numbers.
None of that means the business is dying. It means growth now comes from the centre down the road, not from a rising tide.
PART 3 · DIAGNOSE
How Do Malaysian Parents Choose a Kindergarten?
IN BRIEFThe decision runs over weeks, moves through a WhatsApp group, and ends in a physical visit. Nobody enrols a four-year-old from a website alone, so the visit is the real conversion. That shapes everything on your Google Business Profile.
Watch the sequence before funding any part of it.
- A parent asks the estate group. Two or three names come back, usually one recommendation and one warning.
- They search the area, not the brand. “Tadika near me”, “kindergarten Puchong”, “preschool Bandar Baru Bangi”.
- They open the map listing first. Photos, recent reviews, fees if visible, and whether anyone answered the last complaint.
- They message two or three centres. Usually WhatsApp, asking fees, hours and whether January has space.
- They visit the shortlist. Cleanliness, the toilets, how a teacher speaks to the children. Twenty minutes decides it.
Every step before the visit exists only to earn the visit. Judge a campaign on enquiry count and it looks healthy while classrooms stay half full.

PART 4 · DIAGNOSE
Where Kindergartens Lose Parents Before the Visit
IN BRIEFSix leaks account for most of the intake that never reaches you, and five cost nothing but one evening. The dearest is an invisible map listing, for the reasons set out in ranking higher on Google Maps.
Run this audit tonight, on your phone, as a stranger with a four-year-old.
- No fee indication anywhere. Not a price list. A monthly range, plus what registration covers. Silence sends parents to whoever answered.
- Replies stop at five in the evening. Parents message after dinner. An overnight silence hands the visit to the centre that replied at nine.
- Photos of an empty classroom. Parents want children learning, the outdoor area, the toilets and the food. Empty rooms read as staged.
- No registration details published. Your MOE registration, premises approval and teacher qualifications. Careful parents check; most tadika sites say nothing.
- One page for everything. Playgroup, kindergarten, transition class and after-school care are four worries and four searches.
- No visible way to book a visit. “Contact us” is not a booking. A named slot on a named day converts far better.
PART 5 · DESIGN
Which Channel Deserves Your First Ringgit?
IN BRIEFA kindergarten sells to one street, not one state, so the cheapest channel usually wins. The trade-off is argued in local SEO versus Google Ads, and for tadika it turns on how tight your catchment really is.
Judge each option on four things: speed to a booked visit, the monthly floor it needs, how well it reaches parents in your radius, and how much of your week it eats.
DECISION BOX · FIRST CHANNEL FOR A TADIKA
| Option | Speed to a visit | Monthly cost floor | Radius it reaches | Owner time |
|---|---|---|---|---|
| Business Profile and reviews | 3–6 weeks | RM 0–300 | 1–3 km, the true catchment | Low, but weekly |
| Meta ads to parents in the estate | Days | RM 800+ | Any radius you draw | Medium, needs photos |
| Google Search Ads on area terms | Days | RM 900+ | Only where parents search | Low once set up |
| Referral scheme for current parents | 1–2 months | Fee discounts only | Exactly your catchment | High, not delegable |
Verdict: Start with the Business Profile and a review routine in every case, because the map decides the shortlist and costs nothing. Add Meta ads if your intake is under eight weeks away and seats sit empty. Build referrals in parallel, since a current parent’s recommendation beats any advert you can buy.
Kindergarten advertising rarely fails on platform choice. It fails when an estate-level advert points at a page that never states the fee, the hours or how to book a visit.
PART 6 · DESIGN
Setting a Budget From One Child’s Fee Value
IN BRIEFA kindergarten has the friendliest maths in local services, because a child usually stays two or three years. Work from lifetime fee value, not the first month’s invoice, using the arithmetic set out in splitting a digital marketing budget.
Work through five numbers instead of guessing a percentage of turnover.
- Find your true lifetime fee value. Monthly fee times months attended times average years enrolled, plus registration, minus sibling discounts.
- Deduct the cost of one more child. Food, materials and the ratio threshold. A child who forces a new hire costs far more than one filling an existing class.
- Count your genuinely empty seats. Not licensed capacity. The seats you could fill next month without changing staffing.
- Set an affordable cost per booked visit. Decide the share of first-year margin you will pay, then divide by your visit-to-enrolment rate.
- Cap the spend at empty seats. Marketing that fills a full centre only raises your cost per child.
Want a second opinion on your fee-value maths?
Bring last year’s intake, your average years enrolled and one ordinary month of empty seats, and we will rebuild the ceiling from your figures. See the same maths run for tuition centres
PART 7 · DESIGN
The Registration Page Most Tadika Never Build
IN BRIEFParents are handing over a small child, so proof beats persuasion here more than in any other local trade. Publishing your registration status in readable text is the cheapest trust advantage available, and it reshapes the site brief across every industry we serve.
Malaysia splits early childhood care by age and by regulator, and the MyGovernment early childhood education guidance sets it out plainly. Childcare centres, or TASKA, take children aged two to four and register with the Department of Social Welfare under the Childcare Centre Act 1984. Private kindergartens, or TADIKA, take four to six and register with the Ministry of Education’s Private Education Division.
Most parents do not know that split. Explaining it on your site is both a service and a ranking asset. Five things belong there.
- Which register you sit on, and your number. MOE for kindergarten, JKM for childcare, in text a search engine can read rather than inside a photo.
- The curriculum you follow. KSPK, an international curriculum, or a named programme. Parents compare this line directly.
- Teacher qualifications and ratios. How many adults per class, and what early childhood training they hold.
- Safety and collection procedure. Fire compliance, sign-out rules, who may collect a child. One paragraph beats any badge.
- A fee range with what is included. Monthly fee, registration, meals, uniform and transport, stated plainly.
PART 8 · DEPLOY
The First 90 Days of Kindergarten Marketing, in Sequence
IN BRIEFTwo weeks to diagnose, two to design, then the free foundations built properly before any paid reach. Sequence matters more when your intake date is fixed, as it does for any single outlet weighing up local SEO.
How to roll out digital marketing for kindergartens in 90 days
Six steps, in order.
- Weeks 1–2: Diagnose. Run the Part 4 audit on a phone, then count last year’s enquiries, visits, enrolments and where each came from.
- Weeks 3–4: Design. Set your catchment radius, pick the first channel from the Decision Box, and cap the budget at empty seats.
- Weeks 5–6: Publish the proof and the fees. Registration details, curriculum, ratios, safety procedure and a fee range with inclusions.
- Weeks 7–8: Split the site by programme. One page each for playgroup, kindergarten, transition class and after-school care, with estate names in the copy.
- Weeks 9–10: Build the visit booking flow. Named slots on named days, a WhatsApp confirmation, and someone answering after six.
- Weeks 11–12: Deploy one paid channel and read it. Fund it to its floor, then use the Part 10 numbers to scale, hold or stop.
PART 9 · DEPLOY
Local Visibility: Google Business Profile and Parent Reviews
IN BRIEFTadika are shortlisted from the map before any website opens, so the profile is your shopfront. Keep it in-house and keep it weekly, since the case either way is argued in managing a Business Profile yourself or hiring out.
Google’s guidance on improving local ranking names relevance, distance and prominence, and states plainly that no payment improves a map position.
- List each programme as its own service. Playgroup, kindergarten, transition class and daycare match different searches; one “kindergarten” entry matches almost none.
- Post real photographs weekly. Children at an activity, the outdoor area, the toilets, the lunch. Consent first, faces turned away where parents prefer.
- Ask for the review in week three of term. A parent who has just watched their child settle writes a warmer review than one asked in December.
- Answer every review, especially the hard ones. A calm reply to a complaint reassures the next parent more than a five-star average.
- Answer repeat questions publicly. Fees, hours, transport, nappies. Answering on the listing pre-qualifies the next enquiry.
BENCHMARK BRIEFING 1 OF 4
How Big Is Malaysia’s Preschool Market Really?
IN BRIEFNobody publishes a ringgit market size for Malaysian tadika, so we read the demand base from the national child statistics instead. Every indicator that matters moved the wrong way in one year, which is the honest starting point for any local SEO package scoped for a preschool.
| Indicator | Value | What it means for a tadika |
|---|---|---|
| Children under 5, 2025 | 2.31 million | Your direct intake pool for the next three years |
| Children under 5, 2024 | 2.36 million | The same pool a year earlier — around 50,000 larger |
| Children under 18, 2025 | 9.03 million | Down from 9.14 million the previous year |
| Children as a share of population | 26.4% | Down from 26.9 per cent — a structural shift |
| Private kindergarten enrolment change, 2024 | −3.4% | The largest drag on private school numbers |
| Registered childcare centres (TASKA), 2024 | 3,198 | Up 1.4 per cent — supply rising as demand falls |
| Government preschool enrolment, 2023 | 214,300 | Free alternative competing for the same 5s and 6s |
Aggregated by IZI Digital Marketing from DOSM Children Statistics, Malaysia, 2025 and Children Statistics Malaysia, 2024. Licence.
The last row is the one owners forget. Government preschools take five and six year olds at no fee, so a private centre’s real argument is what happens before five and after three.
BENCHMARK BRIEFING 2 OF 4
Which Malaysian States Have the Most Children?
IN BRIEFShare and volume are two different stories, and confusing them wastes money. Putrajaya has the highest proportion of children while Selangor has by far the most of them, which changes how tightly you target, much as it does in Meta ads targeting.
| State | Figure | Read for a kindergarten |
|---|---|---|
| HIGHEST SHARE OF CHILDREN UNDER 18 | ||
| W.P. Putrajaya | 39.9% | Dense young households, small absolute market |
| Kelantan | 33.5% | Deep pool, lower fee ceiling |
| Terengganu | 32.9% | Similar profile to Kelantan |
| ABSOLUTE NUMBER OF CHILDREN | ||
| Selangor — highest | 1.81 million | Biggest market and the fiercest competition |
| W.P. Labuan — lowest | 0.03 million | Word of mouth will beat any advert |
| CHANGE IN REGISTERED CHILDCARE SUPPLY, 2024 | ||
| Johor — largest increase | +29.4% | New competitors arriving fastest here |
| W.P. Putrajaya — largest decrease | −21.0% | Supply thinning while child share stays highest |
Grouped by IZI Digital Marketing from DOSM Children Statistics, Malaysia, 2025, 2025 population estimates and 2024 TASKA registrations. Licence.
Johor is the warning row. A 29.4 per cent jump in registered centres means defending share against competitors that did not exist last year, mostly on the map.

BENCHMARK BRIEFING 3 OF 4
What Does a Monthly Budget Buy a Kindergarten?
IN BRIEFCost per enquiry climbs as the budget grows, because the cheap enquiries in a small catchment get used up quickly. The ladder below assumes a modest fee; the same curve appears in digital marketing for GP clinics and most neighbourhood services.
| Monthly budget and mix | Projected enquiries | Enquiries | Cost each | Visits | Enrols | First-year fees |
|---|---|---|---|---|---|---|
| RM 500 — profile, reviews, reply routine | 12 | RM 42 | 6 | 2 | RM 9,900 | |
| RM 1,500 — plus programme pages | 31 | RM 48 | 16 | 6 | RM 29,700 | |
| RM 3,000 — plus estate-level Meta ads | 55 | RM 55 | 28 | 10 | RM 49,500 | |
| RM 6,000 — plus search ads and open days | 92 | RM 65 | 46 | 17 | RM 84,150 |
Illustrative model by IZI Digital Marketing, assuming an RM450 monthly fee over eleven months and a 37 per cent visit-to-enrolment rate. Not measured results. Licence.
Substitute your own fee and the ladder shifts. Read the bottom row against your teacher ratios first, because seventeen new children a month is a staffing decision.
BENCHMARK BRIEFING 4 OF 4
When Do Parents Actually Look for a Kindergarten?
IN BRIEFEnquiries cluster around the January intake and the government application window, then go quiet. Spending evenly across twelve months wastes the quiet half, which is the same budget-shaping problem covered in splitting a Meta ads budget.
| Period | Share of annual enquiries | Projected share, 2027 | What drives it |
|---|---|---|---|
| September–October | 15% | 14% | Early planners comparing for next January |
| November–December | 26% | 24% | School holidays — visits are easiest to arrange |
| January–February | 28% | 27% | Term starts; late deciders and unhappy switchers |
| March–April | 22% | 25% | Government preschool application window is open |
| May–August | 9% | 10% | Quiet months — relocations and mid-year moves only |
Illustrative model by IZI Digital Marketing, built on the MOE preschool application window published by MyGovernment, which runs 1 March to 30 April. Not measured results. Licence.
Note the shape, not the exact percentages. Roughly three-quarters of the year’s enquiries arrive in six months, so a flat budget underfunds the window that decides your intake.
PART 10 · DRIVE
The Numbers That Tell You It’s Working
IN BRIEFFive numbers, read the same day each month, settle whether the spend is paying. Visits booked matters most, because the lost enrolment is almost always the parent who never came to look, as it is when comparing lead ads against website conversions.
| KPI | Where to read it | Change-of-course trigger |
|---|---|---|
| Centre visits booked | Visit diary, weekly | Flat while enquiries rise |
| Visit-to-enrolment rate | Visits held against places taken | Below one in four for two months |
| Cost per enrolment | Spend divided by new children | Above one term’s fees |
| Seat utilisation | Enrolled against usable seats | Under 75 per cent while spend rises |
| Retention into the next year | Returning against eligible children | Any fall — fix before advertising |
The last row is the one owners skip, and it is the cheapest growth in the sector. Keeping a child a third year costs nothing and is worth another full year of fees.
FAQ
Common Questions About Digital Marketing for Kindergartens
1. How much should a Malaysian kindergarten spend on marketing each month?
Most single-branch centres should start between RM500 and RM1,500 a month. It depends on your empty seats, because marketing that fills a full centre only raises your cost per child. Count usable unfilled places first, then spend against filling those.
2. Does a private kindergarten in Malaysia need to register with MOE?
Yes — kindergartens serving children aged four to six register with the Ministry of Education’s Private Education Division. It depends on the age group: childcare centres for under-fours register with the Department of Social Welfare instead, under the Childcare Centre Act 1984.
3. Should a tadika use Facebook ads or Google Ads first?
Start with the Business Profile before either. Between the paid options it depends on urgency: Meta ads reach parents in a drawn radius who were not searching, while Google Ads catch only those already looking. For a fixed January intake, Meta usually fills seats faster.
4. Should we publish our fees on the website?
Publish a range, not a price list. It depends on your position: if you are the premium centre locally, a range filters out parents who were never going to enrol. Silence sends serious parents to whoever answered first.
5. When should we start marketing for the January intake?
Begin in September, four months ahead. It depends how full you already are, but the enquiry peak runs November through February and visits happen during the school holidays. Centres starting in December chase parents who already chose.
THE VERDICT
Your Decision Checklist
You should now be able to make four decisions about digital marketing for kindergartens and preschools.
- Where you compete. A radius parents will genuinely drive each morning, not a state or a city name.
- Where the first ringgit goes. The Business Profile and a review routine, with estate-level Meta ads when the intake is close.
- What proof you publish. Registration details, curriculum, ratios, safety procedure and a fee range, in readable text.
- What would make you change course. Agreed before you spend, reviewed the same day each month.
One honest caveat: if you are already at capacity with a waiting list, do not hire anyone yet. Spend the year raising fees and fixing retention.
