A low monthly SEO fee looks like a safe test. If it fails, you stop paying and lose a few hundred ringgit. That logic holds only when cheap SEO does nothing. When it does the wrong things, such as buying links or publishing spun articles, the damage stays on your site long after the contract ends.
This guide from IZI Digital Marketing looks at the cost of cheap SEO from the cleanup side. It covers which tactics cause the most harm, how to tell if your site was hit, what recovery takes and how to avoid paying twice. We do not publish our own fees here. For current market ranges, see our guide to SEO price in Malaysia.
If you suspect a past provider has hurt your rankings, the first place to look is the Manual Actions report in Search Console. The short video below, from Google’s Search Console Training series, shows what that report tells you and how a fix is reviewed.

PART 1 · DIAGNOSE
What Does Cheap SEO Really Cost You?
IN BRIEFThe fee is the smallest part of the cost of cheap SEO. The larger costs are the months lost to work that does not rank, the cleanup needed to undo risky tactics, and the enquiries you miss while the site recovers. Our guide to what a RM500 SEO package really buys shows what low-cost plans usually leave out.
Google itself warns that hiring an SEO can improve your site but can also risk damage to your site and reputation. The damage shows up as four separate bills, and only the first one arrives on an invoice:
- The fees you paid. Money spent on reports, directory submissions and articles that never brought a single enquiry.
- The cleanup work. Hours spent auditing backlinks, removing or rewriting pages, and fixing technical changes nobody documented.
- The lost enquiries. Leads that went to competitors while your pages sat on page three, or dropped out of Google altogether.
- The lost time. A second SEO plan has to start from below zero, so results arrive later than they would have from a clean site.
Most owners only count the first bill when they compare quotes, so the cost of cheap SEO stays hidden. That is why a plan at a fraction of the market rate can end up costing more than the market rate itself.

Which Cheap SEO Tactics Cause the Most Damage?
IN BRIEFBought links, mass-produced articles and fake location pages do the most harm, because Google’s spam policies name each of them directly. Keyword stuffing is easier to reverse. Our guide to the risks of buying backlinks in Malaysia explains why link packages are the most common trigger.
We mapped the shortcuts most often sold in low-cost Malaysian SEO packages to the categories in Google’s spam policies for web search. Read the last column first: it tells you how hard each one is to undo.
| Cheap SEO tactic | Spam policy category | Likely consequence | How hard to undo |
|---|---|---|---|
| “1,000 backlinks” packages | Link spam | Links ignored or a manual action | Hard: you rarely control the linking sites |
| Spun or mass-produced articles | Scaled content abuse | Site-wide quality drop | Medium to hard: every page needs a decision |
| Copy-paste town and city pages | Doorway abuse | Pages demoted or dropped | Medium: merge or delete, then redirect |
| Keyword-stuffed pages | Keyword stuffing | Affected pages rank lower | Easy: rewrite for readers |
| Hidden text or sneaky redirects | Cloaking and hidden text | Manual action likely | Medium: needs a developer to find and remove |
| Old domains redirected to your site | Expired domain abuse | Redirected value discounted | Easy if you own the domains, hard if the provider does |
Aggregated by IZI Digital Marketing from Google Search Central’s spam policies documentation, 2026. The “How hard to undo” column is our advisory judgement, not a Google classification.
The highlighted row matters most because it is the hardest to reverse. You can rewrite your own pages in a week, but you cannot delete links on sites you do not own. If a provider’s reports list hundreds of new backlinks a month, ask where they came from.
PART 2 · DESIGN
How Do You Know If Cheap SEO Hurt Your Site?
IN BRIEFCheck three things: the Manual Actions report in Search Console, a sharp traffic drop around a Google spam or core update, and a backlink profile full of unrelated foreign sites. A structured SEO audit confirms which problem you actually have before you spend on fixes.
Not every disappointing SEO contract left damage behind. Some cheap plans simply did nothing. Your recovery plan depends on which of three situations you are in, so identify it before you pay anyone to fix it.
DECISION BOX · WHAT KIND OF DAMAGE ARE YOU DEALING WITH?
| Situation | Signs you will see | What to do first |
|---|---|---|
| Wasted spend, no damage | Flat traffic, no manual action, few new links | Start a proper plan. No cleanup budget needed |
| Algorithmic demotion | Sharp drop near a Google update, no manual action listed | Remove or improve low-quality pages, then wait for re-evaluation |
| Manual action | Notice in the Manual Actions report | Fix every listed issue, then file a reconsideration request |
Verdict: Confirm the situation before you buy a fix. Paying for a link cleanup when the real issue is thin content wastes a second budget.
Google’s Manual actions report help page explains that a site with a manual action may have some or all of its pages left out of results. If that report is clear, you are dealing with one of the first two rows. Our 12-point SEO audit checklist helps you tell those two apart.

How Much Work Does an SEO Cleanup Take?
IN BRIEFA typical SME cleanup takes anywhere from about 20 to over 100 hours of specialist work, depending on how many risky links and pages were created. Link audits and content rewrites take the longest. Those hours, not tools, drive most of the cost of cheap SEO, as our guide to why SEO quotes range so widely explains.
This model shows the working hours for each cleanup task on a 40 to 80 page SME website. Longer bars mean more hours at the upper end of the range. Your site will need only the rows that match the damage you found.
| Cleanup task | Estimated hours |
|---|---|
| Backlink audit and disavow file |
15–40 hours |
| Rewrite or remove thin articles |
12–35 hours |
| Merge doorway location pages |
6–16 hours |
| Remove hidden text and sneaky redirects |
4–12 hours |
| Rewrite keyword-stuffed pages |
3–10 hours |
| Prepare a reconsideration request |
3–8 hours |
Illustrative model by IZI Digital Marketing, built on the cleanup steps described in Google Search Central’s spam policies and Manual actions documentation, for a site with a few hundred to a few thousand low-quality backlinks. Hours exclude new content written after the cleanup.
Link audits sit at the top because each linking domain has to be reviewed by a person. Automated tools can sort the list, but they cannot decide which links are harmful, so the hours scale with how aggressive the old provider was.
PART 3 · DEPLOY
How Do You Recover From Bad SEO Work?
IN BRIEFSecure your accounts, record the damage, remove what you control, disavow what you cannot, then rebuild with content that deserves to rank. Order matters: rebuilding before the cleanup wastes new work. If a new provider is taking over, follow our guide to switching SEO agencies without losing rankings.
Recovery follows the same order whether the damage came from links, content or both. Skipping ahead is the most common reason a cleanup stalls.
- Take back your access. Make sure Search Console, Google Analytics, your domain and your hosting are in your company’s name. Remove the old provider’s logins.
- Record the starting point. Export traffic, rankings and the full backlink list before changing anything, so you can prove progress later.
- Fix what sits on your site. Delete or rewrite thin articles, merge copy-paste location pages, and remove hidden text or odd redirects.
- Deal with links you cannot remove. Ask site owners to take down paid links where possible. Disavow the rest only after a manual review.
- Request a review if needed. With a manual action, explain what you fixed and how in a reconsideration request.
- Rebuild on clean ground. Publish useful pages and earn links the slow way. Our guide to link building that still works in Malaysia covers the safer routes.

BENCHMARK BRIEFING 3 OF 4
How Long Does SEO Recovery Take?
IN BRIEFPlan for six to twelve months. Keyword-stuffing fixes can show gains within a quarter, while an algorithmic spam demotion often waits for Google to re-evaluate the site. Build that delay into any forecast, as our guide to forecasting SEO ROI before you sign shows.
This model tracks organic traffic as a share of its level before the damage, starting from the month the cleanup finishes. 100% means you are back where you started, not ahead of it.
| Months after cleanup | On-page issues only | Algorithmic demotion | Manual action (links) |
|---|---|---|---|
| 0 | 70% | 45% | 20% |
| 3 | 85% | 50% | 45% |
| 6 | 100% | 65% | 60% |
| 9 | 110% | 80% | 70% |
| 12 | 120% | 90% | 80% |
Illustrative model by IZI Digital Marketing, built on Google Search Central’s guidance that spam-related demotions are re-evaluated over time and that manual actions lift only after a successful reconsideration request. Sites that relied on bought links often settle below their old peak, because some of that earlier traffic was never earned.
Look at the manual action column. Lifting the penalty does not restore the traffic that came from spammy links, because those links no longer count. That lost ground has to be rebuilt with real work, which is why the cost of cheap SEO keeps growing after the fix.
PART 4 · DRIVE
How Do You Avoid Paying for Cheap SEO Twice?
IN BRIEFAsk every provider how they build links, who writes the content and who owns the accounts, then put the answers in the contract. Vague answers are the warning sign. A written digital marketing RFP makes every provider answer the same questions in writing.
Low price alone is not the problem. The problem is low price paired with low transparency. Before you sign with anyone, get clear answers to these points:
- Link sources. Ask for examples of links built for past clients. “Private network” or a fixed number of links per month is a red flag.
- Content process. Ask who writes and reviews each article. Unedited mass output breaches the scaled content policy.
- Account ownership. Your domain, Search Console and analytics stay in your name from day one.
- Change log. Every site change is documented, so the next provider can see what was done.
- No ranking guarantees. Google’s own advice on hiring an SEO says nobody can guarantee a number one ranking.
Also decide what kind of provider fits your budget. Our comparison of SEO freelancer vs agency scope, risk and fit helps if a freelancer is on your shortlist. For contract wording, see our list of SEO contract red flags to check.

Is Cheap SEO Ever Cheaper Over Two Years?
IN BRIEFOnly on paper. Once cleanup and missed enquiries are counted, a year of risky cheap SEO followed by a switch costs more than a sound plan from day one, and far more if a penalty lands. Our SEO services page explains how a clean plan is scoped.
To put a number on the cost of cheap SEO, we compared three routes over 24 months. All costs are shown as multiples of the cheap plan’s monthly fee, so the model works at any price level.
| Cost component | Sound plan from day one | Cheap for 12 months, then switch | Cheap for 12 months, then penalty |
|---|---|---|---|
| Fees paid | 60× | 42× | 42× |
| Cleanup work | 0× | 8× | 20× |
| Value of missed enquiries | 0× | 28× | 48× |
| True 24-month cost | 60× | 78× | 110× |
| Organic enquiry index at month 24 | 100 | 55 | 30 |
Illustrative model by IZI Digital Marketing. Assumes a sound plan priced at 2.5 times the cheap plan’s monthly fee, cleanup hours from Benchmark Briefing 2, recovery curves from Benchmark Briefing 3, and missed enquiries valued at gross profit per lead relative to the sound-plan route. Not a price list; plug in your own quotes and margins.
The cheap route saves 18 fee-months on invoices, then gives back more than that in cleanup and missed leads. It also ends the two years with about half the enquiry flow. A cheap plan that does nothing harmful sits closer to the middle column; one that breaks the rules lands in the right-hand one.
THE VERDICT
Price the Cleanup Before You Price the Plan
The cost of cheap SEO is decided by what the provider does, not by what they charge. A low fee for honest, limited work is a fair trade. A low fee for bought links and spun content is a loan you repay later with cleanup hours and lost enquiries.
Before you sign, or before you pay for a fix, work through this list:
- Check the Manual Actions report. Know whether you are dealing with a penalty, a demotion or simply wasted spend.
- Own your accounts. Domain, Search Console and analytics in your company’s name.
- Ask how links are built. Walk away from fixed link counts and private networks.
- Budget for recovery time. Six to twelve months before traffic returns to its old level.
- Compare against market ranges. Use our SEO price guide for Malaysia to see what a sensible scope costs.
FAQ
Frequently Asked Questions
1. What is the real cost of cheap SEO?
Usually far more than the fee. It depends on the tactics used, but the real cost adds cleanup work, missed enquiries during recovery and a slower start for the next SEO plan on top of what you paid.
2. Can cheap SEO get my website penalised?
Yes, if it relies on tactics Google’s spam policies prohibit. It depends on what was done, but bought link packages, mass-produced articles and hidden text can lead to lower rankings or a manual action.
3. How do I know if my site has a Google penalty?
Check the Manual Actions report in Google Search Console. It depends on the type of issue, because algorithmic demotions do not appear there, so also compare traffic drops against Google update dates.
4. How long does it take to recover from bad SEO?
Typically six to twelve months. It depends on the damage, but on-page fixes recover faster, while link-based penalties take longer and may not return traffic to its old peak.
5. Should I disavow all the backlinks my old SEO built?
No, not automatically. It depends on what the links are, so review them first and disavow only clearly paid or manipulative ones. Disavowing good links can remove value you actually earned.
6. Is all low-cost SEO bad?
No. It depends on the work behind the price, because the cost of cheap SEO comes from risky tactics, not low fees. Honest, limited work such as fixing technical issues or improving a few key pages can be good value if the provider explains every change.
