How Many Keywords Should One Page Target?

A page is not a bucket you fill with phrases. It is one answer to one question. The keywords on it should all describe that same question in slightly different words. A simple way to set the roles:
- One primary keyword: the most specific phrase with real demand that describes the page. It goes in the title, the H1, the URL and the opening paragraph.
- Three to five secondary keywords: close variants and sub-questions a searcher with the same need would type, such as “price”, “near me” or “how long” versions.
- Related terms and entities: the words any complete answer would naturally use. You do not force these in; good coverage brings them.
The test is intent, not wording. “Dentist Petaling Jaya” and “dental clinic PJ” can live on one page because the searcher wants the same thing. “Teeth whitening cost” and “braces for adults” cannot, because each deserves its own full answer. How Many Keywords Should Your Whole SEO Plan Target?

Plan size follows page count. Use these steps to reach a number you can defend:
- List what you sell: every service or product line that brings real revenue gets one candidate page.
- Multiply by where you sell it: add a location page only where you serve customers in person and search demand exists for that area.
- Add the buyer questions: the price, comparison and “is it worth it” questions customers ask before they call become supporting blog posts.
- Remove duplicates: merge any two candidates that a searcher would expect to be answered on the same page.
- Check your capacity: count how many pages you or your agency can publish well each month, then keep only what fits the next six months.
What survives step five is your first-phase target list. For a single-location service business, that is often 10 to 15 primary keywords. For a multi-service firm, it may be 20 to 30. The rest waits in a backlog.

The spread comes from page inventory, not ambition. A store already has category and product pages that each deserve a keyword. A clinic with one outlet and four treatments simply has fewer honest pages to build. Is a “50 Keywords” SEO Package a Good Sign?

Many proposals price SEO by keyword tiers. That is not wrong in itself, but the number can hide very different amounts of work. Watch for these warning signs:
- Keywords with no page map: the proposal lists 50 terms but never says which page will rank for each. Usually several end up pointed at the homepage.
- Padding with near-duplicates: “SEO KL”, “KL SEO” and “SEO Kuala Lumpur” counted as three keywords when one page serves all three.
- Only easy terms: long, zero-volume phrases chosen because they are simple to rank for and look good in reports.
- Rankings as the only promise: tracking positions with no link to enquiries or sales. Tie terms to results, which is the logic behind performance-based SEO deals.
Stuffing extra phrases onto a page to match a keyword quota is also risky. Google’s spam policies for Google Web Search list keyword stuffing as a violation. A quota that forces unnatural copy can cost you rankings you already had. That is why a short keyword list can still bring thousands of search appearances. When you check progress, look at total queries in Search Console, not only the named keywords in the report.

The hidden cost is the owner’s review time. Someone in the business must check facts, prices and claims on every page. At 100 primaries, that becomes a standing part of somebody’s job. If nobody can give those hours, a smaller plan done well will beat a larger one done in a rush.
