Under Section 15 of the Animal Welfare Act 2015, the Department of Veterinary Services enforces licensing on four animal activities, and penginapan haiwan — paid animal accommodation and care — is one of them. So a salon that clips coats sits outside the regime, and the same salon the day it advertises overnight stays sits inside it.

In the Economic Census 2023, which measured 2022, pet care services recorded RM 38.5 million in output. Sales of pets recorded RM 699.4 million and veterinary services RM 219.7 million. The wider pet care sector grew about 25% in a single year, and Selangor and Kuala Lumpur led it.
Three consequences for a salon owner:
- You are the small segment in a big market. Roughly RM 4 of every RM 100 tracked lands in pet care services. Every animal in the other RM 96 needs grooming eventually.
- Demand is concentrated, not national. Klang Valley catchments behave nothing like Kuantan or Kota Bharu ones, so national benchmarks mislead.
- Your neighbour is a referral source. Pet shops, breeders and veterinary clinics hand over first-time owners, and few groomers have built that pipeline on purpose.

Work the three numbers in order:
- Value of one regular. Average ticket × visits per year × years retained. A Poodle on six-week intervals is a very different asset from a short-coat cat seen twice a year.
- Affordable cost per new regular. Decide what share of first-year gross margin you will pay. Fifteen to twenty-five per cent is defensible when retention is genuinely good.
- Chair capacity. Count the slots you could fill next month without rushing an animal. That number caps the budget, whatever the maths says.

What a Malaysian Grooming Salon Must Show Online
IN BRIEFOne action per page, and that action is a WhatsApp message. Beyond that the trust signals are specific: a price range by size, real photographs, a named groomer, and a DVS licence if you board. Build the salon website around those four.
Grooming is unregulated as a service, which cuts both ways. Nothing stops you advertising freely, and nothing reassures an owner either. So you supply the reassurance yourself:
- A price range, not a price list. “Cats RM 60–120, dogs RM 70–180 by size and coat” answers the only question in the first message.
- Photographs of your own work. Grouped by breed, with the animal’s name. Real finishes beat any brochure.
- A named groomer with training stated. Where you trained, and how long you have handled cats. No registry vouches for you, so say it plainly.
- Your licence, if you board. Licence holders must meet the Animal Welfare Board’s conditions and are inspected against them. Showing it on your site is optional, but it settles a careful owner’s question early.
