Registration with HRD Corp is compulsory at ten or more Malaysian employees and optional at five to nine. Registered employers pay a monthly levy of 1% of wages plus fixed allowances, or 0.5% in the optional band, then claim reimbursement for approved training — capped at the approved amount or the actual expense, whichever is lower.
