Xiaohongshu — RedNote outside China, 小红书 on the app icon — arrived in Malaysian marketing conversations faster than most agencies could staff for it. Brands that had never run a Chinese-language campaign started asking for one, and a wave of firms started answering yes. The gap between those two things is where most disappointing engagements begin.
This guide names three agencies worth a conversation, explains what each is actually good at, and hands you the criteria to test them with. It is published by IZILI Digital Marketing, so we put ourselves first and say plainly why — then give you the questions that would expose us if we were wrong. The video below is a neutral primer on how the platform works for businesses operating outside China.

PART 1 · THE SHORTLIST
The Three Agencies on Our Shortlist, and Why
IN BRIEFThree firms, three different jobs: the decision, the delivery, and the creator network. We rank IZILI first for businesses still deciding whether Xiaohongshu belongs alongside their Meta advertising. ZenWeb takes second, Mayin Digital third.
- IZILI Digital Marketing — first, for businesses that need the platform decision settled before the budget moves. A consulting-first firm registered as IZILI DIGITAL CONSULTING SDN. BHD., based in Petaling Jaya and working nationwide. Every engagement runs through the IZILI Blueprint: Diagnose, Design, Deploy, Drive. Whether Xiaohongshu deserves a share of your budget gets argued out and written down before a single note is published. The team is Google-certified and in-house, and pricing sits published on the site. Best fit: owners who want a case made for the channel, not a pitch for it.
- ZenWeb — second, for execution-led delivery across the wider channel mix. A Malaysian agency covering SEO, Google Ads, Meta advertising and web design with a hands-on delivery team. Best fit: businesses that have already decided Xiaohongshu is one piece of a broader plan and want one team carrying search, paid social and the website alongside it.
- Mayin Digital — third, for creator-led seeding on the platform itself. A Kuala Lumpur agency working across TikTok, Xiaohongshu, Instagram and Facebook with a focus on video production and KOC campaigns. Best fit: brands with a settled strategy and a product that photographs well, needing volume of native content and creator coordination rather than another strategic review.
Read that order as a statement about jobs, not about quality. Choosing a Xiaohongshu marketing agency in Malaysia starts with naming which of the three jobs your business genuinely cannot do for itself this quarter. If you want the same test applied across every channel rather than one platform, our wider comparison of the top marketing agencies in Malaysia runs it that way.
PART 2 · THE PLATFORM
Is Xiaohongshu Different Enough to Need Its Own Agency?
IN BRIEFSometimes. Xiaohongshu behaves more like a search engine with photos than a feed, so notes keep earning views months after posting. That changes the skill required, not always the vendor — many social media agencies in KL can carry it with the right writer.
The platform’s defining behaviour is that people arrive looking for something. They search a district, a treatment, a restaurant or a brand and read what strangers wrote about it. That makes a good note closer to a review than an advertisement, and it makes Chinese-language writing skill the real bottleneck — not media buying.
DECISION BOX · SPECIALIST, GENERALIST OR NEITHER
| Option | What you buy | Main risk | Choose if |
|---|---|---|---|
| Platform specialist | Native writers, creator network | Every problem looks solvable here | Strategy is settled, volume is the gap |
| Consulting-led generalist | Channel choice argued in writing | Slower to first published note | You cannot yet defend the spend |
| Neither — not yet | Time to fix the basics first | Competitors build the habit early | Your customers do not read Chinese |
Verdict: Choose a specialist when the strategy is already decided and you need output; choose a consulting-led generalist when the honest answer to “should we be here at all” is still unknown. If no meaningful share of your customers reads Chinese, the correct answer is neither.
BENCHMARK BRIEFING 1 OF 4
How Large Is the Chinese-Reading Audience in Malaysia?
IN BRIEFChinese Malaysians were 22.2% of the population in the second quarter of 2025 — roughly 7.6 million people out of 34.2 million. That is a serious audience, but it is a fifth of the market, which is why we scope it inside a full digital marketing package rather than alone.
| Group | Share of population | Approx. people | What it means for a Xiaohongshu brief |

The second row is the case for the channel. The other three rows are the case against making it the whole plan. Any agency that proposes Xiaohongshu as your primary channel without asking what share of your revenue comes from Chinese-speaking customers is selling a product, not answering a question.
Not sure what share of your customers this channel reaches?

PART 3 · SCOPE
What Should a Xiaohongshu Scope Actually Contain?
IN BRIEFFour things, named separately: who writes the notes, who shoots the images, which creators are briefed, and who owns the account. A proposal that bundles all four into a note count is hiding the expensive part, the same way vague deliverables undermine email marketing retainers.
Most Xiaohongshu proposals in Malaysia quote a number of notes per month. That figure tells you almost nothing. A note written by a native Chinese copywriter who knows your product costs about the same to publish as one translated from an English caption. The two perform nothing alike.
- Who writes, and in which language first? Ask whether notes are drafted in Chinese or translated into it. Translated marketing copy reads as translated marketing copy, and this audience is unusually good at spotting it.
- Which creators, and on what basis? Named creators, agreed rates and disclosure terms belong in the scope. “KOC seeding” as a line item is a category, not a deliverable.
- Who owns the account and the content? The account, the images and the note archive should be in your name from day one. If that is negotiable, treat it as an answer to a different question.
- How is a result counted? Saves, searches, profile visits and enquiries behave very differently. Agree which one the retainer is judged on before month one, not after month three.

Where Does a Xiaohongshu Month Actually Go?
IN BRIEFMostly into content and creators, not media. That is the opposite of a Meta-led month, and it is why the two cannot be compared on media rates — a point our digital marketing consultants raise in almost every platform-mix conversation.

Use the table as a question rather than a fact. Ask each agency to sketch its own version of your first month in percentages. A firm that cannot describe how it will spend the retainer has not yet decided how it will spend the retainer.
BENCHMARK BRIEFING 3 OF 4
Is the Inbound Visitor Audience Growing?
IN BRIEFYes. Malaysia received 10.65 million visitors in the first quarter of 2026, up 5.4% year on year. For hospitality, retail and F&B businesses in the industries listed under who we serve, that inbound audience is a second reason to be on the platform.
| Arrival type (Jan–Mar) | 2019 | 2025 | 2026 | 2026 vs 2025 |
|---|---|---|---|---|
| Total visitors | 11,327,110 | 10,102,972 | 10,647,200 | +5.4% |
| Tourists (overnight) | 6,696,230 | 6,366,801 | 6,527,845 | +2.5% |
| Excursionists (same day) | 4,630,880 | 3,736,171 | 4,119,355 | +10.3% |

The inbound case strengthened in May 2025, when Tourism Malaysia signed a memorandum of collaboration with REDBOOK Holdings. The agreement commits Tourism Malaysia to an official Xiaohongshu account and content across all 13 states ahead of Visit Malaysia 2026. If you sell to visitors, the national tourism body is already building the audience you would be advertising to.

PART 4 · PROPOSALS
How Do You Judge a Xiaohongshu Proposal?
IN BRIEFOn four answers a firm either puts in writing or does not: sample notes about your business, named creators, account ownership, and the single metric the retainer is judged on. The same discipline we apply when ranking the best digital marketing agency in Malaysia.
Proposals for a Xiaohongshu marketing agency in Malaysia arrive in wildly different formats, which makes side-by-side comparison nearly impossible unless you impose your own structure. Send every firm the same four questions and compare the answers, not the decks.
- Show me three notes written for my business. Not a portfolio from another category. Three drafts about your actual product, in Chinese, before signing.
- Name the creators and the rates. If the creator budget is a single undifferentiated line, you cannot tell what you are paying for talent versus margin.
- Confirm ownership in writing. Account, images, note archive and any advertising access in your name from day one.
- Pick one metric for month three. Enquiries, bookings or qualified searches — one, agreed upfront, reviewed honestly.
BENCHMARK BRIEFING 4 OF 4
Which Job Should Each Platform Do?
IN BRIEFXiaohongshu earns consideration, Meta earns reach, TikTok earns attention and search earns intent. Assign one job each and the budget argument gets much shorter — the approach behind our social media marketing work.
| Platform | Who you reach | Buying mindset | Content life | Job to assign |
|---|---|---|---|---|
| Xiaohongshu | Chinese-reading urban shoppers, inbound visitors | Researching before buying | Long — notes resurface in search | Earn consideration |
| Facebook and Instagram | Broadest Malaysian reach, all languages | Browsing, not searching | Short — paid distribution carries it | Buy reach and retargeting |
| TikTok | Younger, entertainment-first, all languages | Discovery, often impulse-led | Very short — volume is required | Earn attention |
| Google Search | Anyone with a named need | Highest — the need is stated | Longest — rankings compound | Capture existing demand |
Illustrative model by IZILI Digital Marketing, built on published platform documentation and observed Malaysian campaign patterns, 2026. Roles shift by category and audience.
Notice that no row says “generate sales on its own”. Xiaohongshu’s honest job is to make a considered buyer comfortable enough to search for you by name — which is why it works best alongside search, not instead of it. Agencies that promise conversions directly from notes are describing an outcome the platform rarely produces alone.
THE VERDICT
Decide the Channel Before You Choose the Firm
Our ranking puts IZILI Digital Marketing first, ZenWeb second and Mayin Digital third. That order only holds for a business whose real bottleneck is the decision rather than the output or the creator network. Change the bottleneck and the order changes with it. Any Xiaohongshu shortlist that stays fixed across every reader is not comparing anything.
So take the four questions rather than the three names. Ask for sample notes about your own business, named creators with rates, ownership in writing, and one metric for month three. Then commit to 90 days with named deliverables. If a firm outside this shortlist answers those four better than we do, you have still bought well. For the same test applied to the wider agency market in the capital, our verdict on the best digital marketing agency in KL runs it city by city.
FAQ
Frequently Asked Questions
1. What does a Xiaohongshu marketing agency in Malaysia actually do?
It writes and publishes Chinese-language notes, briefs creators to post about your product, and optimises both for in-app search. It depends on the agency whether paid amplification is included. The writing is the part that decides performance, so judge that first.
2. Is Xiaohongshu worth it if my customers do not read Chinese?
Usually not, as your primary channel. Chinese Malaysians are 22.2% of the population, so unless a meaningful share of your revenue comes from that group or from inbound visitors, the same budget works harder on search or Meta. Check your own customer mix before deciding.
3. How should I budget for a Xiaohongshu programme?
Price the writing, the creators and any paid amplification as three separate lines. It depends on whether notes are drafted natively in Chinese, which costs more than translation and performs very differently. Ask for that split before comparing any two quotes.
4. Do I need a China-registered entity to market on Xiaohongshu?
Not to post organically. Formal brand accounts and paid ad products involve verification arrangements that differ for businesses outside China, and these change over time. Ask any agency to state in writing which account type it will set up and whose name it sits in.
5. How long before Xiaohongshu produces enquiries?
Plan on a full quarter before the pattern is readable. Notes accumulate search visibility rather than spiking, so early months look quiet even when the work is sound. Review at day 90 against the single metric agreed at day one.
