Most Performance Max vs Shopping arguments are really arguments about trust. One side wants the automation to find buyers nobody thought to target. The other wants to see which product group spent the money. Both are reasonable positions, and neither is a campaign-type decision.
The question also moved. For a long time the honest warning was that Performance Max would simply take the impression whenever it sat in the same account as a standard Shopping campaign. That made any comparison unfair before it started. Google’s own documentation on how Performance Max interacts with other campaigns now describes something different: where both could serve the same impression, the campaign with the higher Ad Rank serves. That single change turns the debate from a rigged fight into a measurable one.
A note on our bias before you read further. IZI Digital Marketing sells consulting on exactly this decision, and we run both campaign types for clients, so we have no commercial reason to crown one. What follows is the standard we apply before touching either. If you want the service view instead, our Performance Max and Shopping page covers scope and pricing. The video below is Google’s own walkthrough of the experiment that settles this properly.

PART 1 · DIAGNOSE
Why “Which One Performs Better” Has No Answer
IN BRIEFPerformance Max vs Shopping is not one question but two, because the two types buy different things with the same ringgit. Performance Max buys breadth of placement. Standard Shopping buys precision of control. Decide which of those you are short of first, as our look at whether Performance Max suits small catalogues works through in detail.
Ask a retailer what they want and you rarely hear a campaign type. You hear one of three complaints, and each one points somewhere different.
- “We have plateaued” — sales are steady, the same twenty products carry the account, and nothing new is being discovered. This is a reach problem, and reach is what Performance Max is built to buy.
- “We cannot see where the money went” — the spend is fine in total but nobody can say which products earned it. This is a control problem, and control is what standard Shopping still holds.
- “Some sales lose us money” — the revenue looks healthy until margin is applied. This is neither a campaign-type problem nor an agency problem. It is a catalogue problem, and no automation fixes it.
Only the first two are answered by a campaign type. The third is answered by a spreadsheet, and running it before you switch anything will save more money than either option.

PART 2 · DIAGNOSE
What Changes When Both Run in the Same Account
IN BRIEFWhere both campaigns could serve the same impression, Google documents that the higher Ad Rank serves, not the newer campaign type. This is the single most misquoted rule in Google Ads account management, and getting it wrong makes every comparison you run meaningless.
Three documented behaviours decide what actually happens inside one account, and only one of them is about Performance Max at all.
- Ad Rank decides between campaign types — Google states that when several campaigns could serve the same impression, the one with the best Ad Rank serves. Campaigns in the same account therefore do not bid each other up.
- Search keeps one exception — a Search campaign with a keyword that exactly matches, or is spell-corrected to, the query is preferred over Performance Max. That exception covers Search campaigns, not Shopping ones.
- Campaign priority is a Shopping-only tool — the Low, Medium and High campaign priority setting only arbitrates between multiple Shopping campaigns sharing a product. Setting a Shopping campaign to High does not outrank Performance Max.
That last point trips up a lot of Malaysian accounts we review. Someone reads about priority, sets everything to High, and concludes the test failed because Performance Max still took the traffic. The setting was never in that fight.

Where Is Each Campaign Type Documented to Serve?
IN BRIEFGoogle publishes a side-by-side of the two campaign types, and it is more useful than any agency’s opinion. Six documented differences decide the outcome, and only one of them is about placement. The rest touch creative, bidding and audience control, which is where most e-commerce visibility work either holds or leaks.
Each row below is drawn from Google’s own comparison, set beside the decision it forces on you.
| Dimension | Performance Max | Standard Shopping | What it decides for you |
|---|---|---|---|
| Where ads appear | Search, Maps, YouTube, Discover, Gmail, Display | Shopping tab, Search, Images, search partners | How far a ringgit can travel from intent |
| Ad formats | Shopping, text, display, video, local inventory | Shopping and local inventory only | Whether you must produce creative at all |
| Bidding options | Automated only, with optional ROAS or CPA target | Automated strategies plus manual CPC | Whether you can bid a product down by hand |
| Creative source | Asset groups plus the Merchant Center feed | The Merchant Center feed alone | How much brand control you keep |
| Local inventory ads | Opted in automatically with a local feed | Opt in manually in campaign settings | Whether shop stock is quietly advertised |
| Audience control | Audience signals that steer, not restrict | Audience targeting that restricts | Whether “audience” is a fence or a hint |

PART 3 · DESIGN
Which Catalogue Shapes Favour Which Campaign Type
IN BRIEFCatalogue shape predicts the winner better than industry does. Wide ranges with even margins suit automation; narrow ranges with uneven margins suit manual control. Any shortlist you draw up, including the firms in our review of Malaysian Performance Max agencies, should be asked to state this in writing first.
Two attributes do most of the predicting: how many products you sell, and how far apart their margins sit. A thousand products at a similar margin give the automation something to explore safely. Forty products where six are profitable and thirty-four are not give it a way to lose money at speed.
DECISION BOX · WHICH TYPE FOR THIS CATALOGUE
| Option | Best catalogue | Margin spread | Work you must still do |
|---|---|---|---|
| Performance Max | 200+ products | Narrow and even | Feed hygiene and asset supply |
| Standard Shopping | Under 100 products | Wide and uneven | Weekly bid and product-group upkeep |
| Both, split by product | Mixed range | Two clear tiers | Feed labels and a monthly review |
Verdict: Choose Performance Max if your margins are close enough that any sale is a good sale; choose standard Shopping if a third of your catalogue would lose money at Google’s winning price. If both are true of different shelves, split the catalogue rather than the argument.

How Widely Can the Same Ringgit Actually Spread?
IN BRIEFPerformance Max serves across six documented channels. Standard Shopping serves across four documented placements, all of them close to purchase intent. That gap in spread is the real trade in Performance Max vs Shopping, and it is why efficiency comparisons against Google Search Ads always favour whichever type sits nearest the buyer.
The model below sketches how a Performance Max budget can distribute across Google’s documented channels, and marks which of them standard Shopping can reach at all.
| Documented channel | Illustrative share of Performance Max delivery | Reachable by standard Shopping |
|---|---|---|
| Search | Yes, including search partners | |
| Google Display Network | No | |
| YouTube | No | |
| Discover | No | |
| Maps | Only via local inventory ads | |
| Gmail | No |

The Controls You Give Up, Written Down Before You Sign
IN BRIEFMoving to Performance Max trades three specific controls for reach, and none of them come back later. Write the trade down before you agree to it, the same way our guide to choosing a Performance Max agency in Kuala Lumpur asks you to write down the catchment.
The losses are real but they are not mysterious, and each has a partial workaround if you know to ask for it.
- Manual CPC disappears — Google documents manual bidding for standard Shopping only. If your strategy depends on bidding one product down to fifty sen, that strategy ends here.
- Audiences stop being fences — audience signals steer the system rather than restrict it. A retailer expecting an audience exclusion to hold will be surprised by who converts.
- Creative gets generated — Performance Max builds ads from your asset groups and feed, so weak assets become visible ads. Standard Shopping cannot embarrass you this way because it only shows the feed.

How Big Is the Malaysian Pot Both Types Bid Into?
IN BRIEFMalaysian e-commerce is still growing, but the pace has cooled sharply since 2022. A slower market rewards precision over expansion, which quietly shifts the case toward control and toward the measurement work that makes control worth having.
Official Department of Statistics Malaysia figures, arranged so the direction of travel is visible rather than the headline size.
| Period | E-commerce income | Annual growth | What it means for bidding |
|---|---|---|---|
| 2022 | RM 1,126.9 billion | — | The baseline most agency case studies still quote |
| 2023 | RM 1,184.1 billion | 5.1 per cent | Expansion still forgave loose targeting |
| 2024 | RM 1,230.1 billion | 3.9 per cent | Growth slowing while competition does not |
| Q3 2025 | Quarterly, by establishment | 1.3 per cent | Share now has to be taken, not caught |
| Web presence, 2023 | 72.7 per cent of establishments | Up from 71.4 per cent | More sellers arriving in the same auctions |

How to Settle It With an Experiment Instead of an Argument
IN BRIEFGoogle ships a built-in experiment that splits traffic between a standard Shopping campaign and a Performance Max one. It is free, it is documented, and it removes the guesswork that makes a store’s own reporting so easy to argue with.
How to run a Performance Max versus standard Shopping experiment
The steps below follow Google’s documented setup path for a Shopping-against-Performance-Max test.
- Open Experiments. Go to Experiments inside the Campaigns menu and start a new one.
- Choose the campaign-type test. Under what you want to test, select Campaign types, then the Performance Max against Search, Display or Shopping option, then Shopping.
- Pick the control campaign. Select an existing standard Shopping campaign that is not already inside another experiment.
- Set the traffic split. Choose the percentage going to the treatment group and the control group, keeping both large enough to produce readable numbers.
- Match the targets. Google recommends setting the same target return on ad spend as the Shopping campaign you are testing against, so the two are judged on equal terms.
- Schedule and leave it alone. Set the start and end dates, name the experiment, and resist editing either campaign while it runs.

How Long Before the Result Means Anything?
IN BRIEFBudget decides how long you must wait, and small budgets often cannot resolve the question at all inside a sensible window. Knowing that in advance stops you from reading noise as a verdict, which is the most common failure in Malaysian retail marketing programmes.
The model below assumes a fifty-fifty traffic split and an assumed cost per conversion of RM 60, then asks how long each budget tier takes to reach roughly one hundred conversions per arm.
| Monthly ad budget | Conversions per arm, per month | Weeks to a readable result | What we would advise |
|---|---|---|---|
| RM 3,000 | About 25 | 16 or more | Do not split; pick one type on catalogue shape |
| RM 8,000 | About 67 | 6 to 8 | Testable, but hold the settings still |
| RM 20,000 | About 167 | 3 to 4 | Run the documented experiment properly |
| RM 50,000 | About 417 | 2 to 3 | Test by product tier, not by whole account |
Illustrative model by IZI Digital Marketing, assuming a fifty-fifty split and RM 60 per conversion. Not measured client results; substitute your own cost per conversion.
FAQ
Frequently Asked Questions
1. Can I run Performance Max and standard Shopping at the same time?
Yes, and in many accounts you should. It depends on whether you have a reason for the split, because Google documents that when both could serve the same impression the higher Ad Rank wins rather than the newer campaign type. Split by product tier using custom labels so each campaign owns a defined shelf.
2. Does standard Shopping still exist in 2026?
Yes, it is still a supported campaign type with its own settings and manual bidding. It depends on what you need it for, since Google now steers new advertisers towards Performance Max in most of its documentation. The manual CPC option alone keeps it useful for catalogues with uneven margins.
3. Will Performance Max cannibalise my Shopping campaign?
Not automatically, and the old warning is out of date. It depends on relative Ad Rank between the two, because Google states that campaigns in the same account do not bid each other up and the strongest one serves. If Performance Max is taking everything, it is winning the auction, not jumping the queue.
4. Which campaign type has the lower cost per sale?
Usually standard Shopping, and that is often the wrong thing to optimise for. It depends on whether your constraint is efficiency or volume, since Shopping sits closer to purchase intent while Performance Max buys reach across five further channels. Compare profit per month, not cost per sale.
5. How do I stop Performance Max showing ads I did not approve?
Set it up as a feed-only campaign from the start. It depends on catching this at creation, because Google documents that once text, image or video assets are added the minimum asset requirements are enforced and cannot be removed later. A feed-only build keeps the output as close to standard Shopping as Performance Max allows.
THE VERDICT
Buy the Margin Decision, Not the Campaign Type
Any answer to Performance Max vs Shopping that arrives before someone has looked at your product-level margin is a preference dressed as advice. The campaign types are tools with published differences. What varies is your catalogue, your gross margin per order, and how much money you can afford to spend learning.
So do the boring three things first. Rank your products by profit, not revenue. Write down which controls you are willing to lose and what each one buys. Then either run Google’s documented experiment or, if your volume cannot support one, choose on catalogue shape and review it in a quarter.
Get those settled and the campaign-type question answers itself, whoever runs the account. The same discipline applies on the organic side, as our 2026 shortlist of the best SEO agencies in Malaysia sets out.
